Overall Responsibilities
The Senior Manager, Results - Research & Metrics works under the direction and supervision of the Director, Results Management (RM). S/he supports the RM Director in the accomplishment of the MSH strategic roadmap goal of save lives and improve health, by working with technical centers, corporate offices, countries and projects across MSH.  The senior manager serves as the technical point person for strengthening results management function across MSH in alignment with MSH strategic roadmap and annual objectives for which RM is the leading unit. In addition, the senior manager works together with technical staff across centers for linking and integrating health systems strengthening (HSS) activities related to developing and applying evidence-based HSS solutions for MSH projects and countries. The senior manager also supports the RM Director in the analysis and interpretation of aggregated data to present and document MSH’s organizational impact in relation to MSH’s 4x6x5 framework. Finally, the senior manager works and supports RM activities towards creating an “evaluative thinking” culture across MSH to improve evaluation and applied research practices, and contribute to becoming a learning organization.

Specific Responsibilities
1. Support the process to define, field-test, track, and analyze MSH’s sentinel/core indicators for health and HSS areas in line with MSH's 4x6x5 framework.
2. Coordinate and work with technical staff in home office and field in the development and application of MSH’s causal framework across countries and projects to describe and guide how MSH achieves and measures intended health outcomes and impact.
3. Work with M&E directors from technical centers in the development and implementation of a comprehensive monitoring and evaluation strategy for MSH to systematically measure, document, and share MSH’s experiences and progress in achieving intended health outcomes and impact.
4. Work with HSS and other technical staff in providing technical expertise in the design, conduction, analysis, interpretation and documentation of applied research studies on health systems strengthening for MSH projects.
5. Build internal M&E capacity across the organization and at all levels: project, country, technical center and corporate levels.
6. Provide M&E support in the implementation of internal and/or external evaluations conducted to assess performance and effectiveness of MSH programs at project, country and corporate level.
7. Ensure MSH high-priority proposals align with strategic priorities of the organization, including MSH’s approach to health systems strengthening during the conceptualization and/or development of programmatic/technical  rationale, M&E approach (M&E plans and PMPs), and applied/operational research during proposal development.
8. Liaise with technical centers, corporate offices, countries and projects for achieving RM annual priorities in alignment with MSH strategic priorities.
9. Work with technical teams and researchers to ensure adherence to ethical research and evaluation standards in all activities related to program evaluation and applied research at MSH.
10. Support the active and ongoing dissemination of programmatic lessons learned, successes, and better practices related to M&E and HSS to support MSH in becoming a learning organization.
11. Participate in the development of OneMSH information system with special emphasis on activities related to results management, including systematic reporting, aggregation, and interpretation of programmatic data from projects and countries.
12. Actively participate in RM core team activities and meetings, including extended technical working groups related to RM annual strategic objectives.
13. Represent RM in M&E, HSS and/or other technical forums within MSH and in external events related to M&E and/or research of relevance to MSH strategic priorities.

Qualifications
• Master’s degree in public health, demography, sociology, public policy, statistics, or a related field.  
• Minimum of eight years of experience supervising monitoring and evaluation efforts for multi-country, multi-faceted health programs.
• Demonstrated firm command of M&E issues with respect to HSS, capacity building, and service delivery in at least three of the following health areas: HIV/AIDS & TB, MNCH, FP/RH, Malaria, Communicable Diseases and/or Chronic non-Communicable Diseases. 
• Demonstrated analytical skills and experience in identifying and evaluating high-impact practices and state-of-the-art approaches in health systems strengthening in low- and middle-income countries. 
• Experience in systems thinking and systemic approaches for health programs with strong quantitative, analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audiences.  Possess strong writing and organizational skills for reporting on program and study results beyond individual projects.
• High degree of judgment in maturity, ingenuity and originality to analyze, interpret, and present aggregated results in various health and HSS areas.
• Solid knowledge and progressively relevant experience with a range of applied research and monitoring and evaluation approaches.
• Strong skills in MS Word, Excel, PowerPoint and Access, and at least one data management software program (SAS, SPSS, STATA).
• Excellent interpersonal and communication skills, including ability to work and interact with country-based, home office-based project staff, senior leadership, project partners’ representatives, and donor staff.
• Excellent analytical, written and oral communication skills.
• Demonstrated flexibility and openness in responding to changing work priorities and environment.
• Proficiency in at least one foreign language (French, Spanish, or Portuguese) highly desirable.
• Ability to travel internationally and domestically (up to 35% time).
