Senior Expert in Polyurethane Foams

The United Nations Development Programme (UNDP) is one of the 4 (four) Implementing Agencies (IA) designated by the Multilateral Fund (MLF) to implement the Montreal Protocol´s Ozone Depletion Substances (ODS) phase-out projects.
 
Under this International Treaty, the Article 5 countries committed to phase-out its ODS consumption.  Furthermore, the Parties to the Montreal Protocol agreed under the Decision XIX/6 on the “Adjustment to the Montreal Protocol with regard to Annex C, Group I substances (HCFCs)” to “accelerate the phase-out of production and consumption of the hydrochlorofluorcarbons (HCFCs)”,  and the Article 5 (A5) countries have been requested by the ExCom to adopt a staged approach to the implementation of their HCFC Phase-out Management Plans (HPMP).
 
The HPMPs involve:
  • Assistance to determine related institutional, policy and legislation framework in line with strategies and action plans for compliance with the 1st Stage;
  • Implementation of investment projects in the Polyurethane (PU) Foams sector for technological conversion of HCFC consumers (end-users);
  • Verification of compliance met by the investment projects and finalization of activities (Project Closure Reports).
This Term of Reference (TOR) identifies and specifies the scope of services required for the fulfillment of the above components related to the PU Foam sector, and, therefore, a Framework Agreement (Long Term Agreement) will be established for the accomplishment of the duties.

Duties and Responsibilities

The Senior Expert will work with UNDP, under the direct coordination of the responsible UNDP MPU Programme Coordinator, and will supervise and guide other International and National  Experts serving the countries of Mexico, Dominican Republic, El Salvador, Trinidad & Tobago, Jamaica, Egypt, Turkey and Nigeria, carrying out the following services:
    • Review technical specifications of relevant equipment and guide UNDP MPU/Chemicals and the Experts (or companies, when required) in the procurement processes throughout all its phases. Provide technical support to other MPU International and National Experts and maintain technical discussions with companies and equipment suppliers.
    • Provide guidance to MPU Experts when implementing field activities for beneficiary companies in their associated projects of the technology conversion.
    • Provide guidance to MPU Experts related to the follow up on project implementation in each assisted company, providing technical evaluations and recommendations to assure the achievement of the objectives described in the Project Documents (ProDocs).
    • Provide guidance to the MPU Experts by undertaking final revision and evaluation on technology issues, including formulation development, safety issues and production processes optimization.
    • Lead the MPU Experts through the project completion process and its related documentation issuance.
    • Prepare, review and/or endorse Hand Over Protocols (HOP), Certificates of Completion (COCs) and Project Closure Reports (PCRs) delivered by MPU Experts.
    • Assist with preparation of technical inputs for tranche requests for the HPMPs (including technology related discussions).
    • Assist with the technical aspects of preparation of Implementation Plans and Memorandum of Agreements (MOAs).
    • Conduct final safety audits for system houses and other beneficiary companies.
    • Provide technical support on issues related to Flammability and Health, Safety and Environment (HSE) issues.
      Duration: 
      The contract will enter into effect upon signature by both parties, expected for 1 (one) year of duration and can be extended up to 2 (two) an additional periods of 1 (one) year each.
       
      Duty Station:
       
      Home based, with missions to Mexico, Dominican Republic, El Salvador, Trinidad & Tobago, Jamaica, Egypt, Turkey and Nigeria, as detailed in the Expected Deliverables.
       
      Fees:
       
      The consultant will receive payments based on delivery of the expected Outputs listed below. The candidate is expected to quote his/her INCLUDING the travel costs.  Missions not foreseen shall be paid to the consultant as per IC Rules and Principles.
        
      Best value for Money approach will be used in the evaluation and will lead to a combined score for technical capabilities and the financial offer.
       
      The short listed candidates, based on their technical capabilities, will receive the standard format that they must fill out to submit their financial offer.
      Expected Deliverables: 
      Mexico:
      • D1 – Completion of Domestic Refrigeration reconversion project, including revision of technical specifications of equipments, follow up of commissioning, verifications of production trials, endorsement of IOCs and issuance of project completion documents.  Mission to Mexico (Mexico City): 3 days, expected to take place in February, 2013
      • D2 – Twelve System Houses reconverted:  support the MPU Expert in technology transfer, revision of retrofit activities at end-user level and guidance to emission of project completion documents;
      • D3 – Delivery of flammability/hygienic study for alternative blowing agents;  Mission to Mexico (Mexico City): 5 days, expected to take place in April, 2013
      • D4 – Safety Audit in 8 PU Foam projects.  Mission to Mexico (Mexico City, Guadalajara, Monterrey, Ciudad Juarez and Leon): 10 days, expected to take place in December, 2013
      Dominican Republic
      • D5 – Completion PU foam reconversion projects at 5 end-users, including support the MPU Expert in technology transfer, revision of retrofit activities.
      • D6 – Safety Audit in 5 foam companies.  Mission to Santo Domingo city: 5 days, expected to take place in November 2013
      El Salvador
      • D7 – Completion PU foam reconversion projects at 4 end-users, including support the MPU Expert in technology transfer, revision of retrofit activities.
      • D8 – Safety Audit in 4 foam companies.  Mission to San Salvador city: 3 days, expected to take place in November 2013 
      Trinidad & Tobago
      • D9 – Completion of PU foam reconversion projects at 5 end-users, including support the MPU Expert in technology transfer, revision of retrofit activities
      • D10 – Study on Hydrocarbons production feasibility in TT; Mission to Port Spain:    4 days, expected to take place in February 2013
      • D11 – Safety Audit in 5 foam companies.  Mission to Port Spain: 3 days, expected to take place in November 2013
      Jamaica
      • D12 – Completion PU foam reconversion projects at 1 end-user, including  support the MPU Expert in technology transfer, revision of retrofit activities
      Egypt
      • D13 – Completion of FSPOP project including technical guidance and technology transfer support to local expert.
      • D14 – Technical support and review on XPS programme formulation (Stage II)
      • D15 – Hydrocarbons Pilot project completed, including complementary report prepared.  Mission to Cairo: 4 days, expected to take place in February, 2013
      • D16 – Safety Audit in FSPOP related projects, PCRs completion.  Mission to Cairo: 8 days, expected to take place in December, 2013
      Nigeria
      • D17 – PU reconversion projects reviewed, including technical guidance and technology transfer support to local expert.
      • D18 –  Safety audit of the Pamaque HC facility.  Mission of 3 days, expected to take place in February 2013
      Turkey
      • D19 – Technical support and review on the preparation of XPS sector projects (formulation support)

      Competencies

      • Working experience in the design, preparation, implementation, and evaluation of Polyurethane (PU) Foams sector projects for technological conversion of HCFC consumers (end-users) under the Multilateral Fund for the Implementation of the Montreal Protocol,
      • Working experience in the design, preparation, implementation, and evaluation of technical assistance projects in the framework of the implementation of Montreal Protocol in developing countries.
      • Extensive knowledge of Montreal Protocol related issues and of environmental policy.
      • Full knowledge of Guidelines for project preparation from the Executive Committee of the Multilateral Fund
      • Full knowledge of latest decisions related to HCFC phase out by the Meeting of the Parties to the Montreal Protocol and the Executive Committee of the Multilateral Fund.

      Required Skills and Experience

      Education:
      • Engineering and/or Bachelor (or equivalent) degree in Chemistry or Mechanics (or related field).  Advanced degree in relevant discipline is desirable.
      Experience:
      • Working experience of at least 15 years in  research, development or in the implementation of PU Foams industry-related projects;
      • Profound knowledge of Montreal Protocol related issues and its associated Policies and Agreements;
      • Knowledge of foaming equipment use, commissioning and retrofit at system house and end-user levels;
      • Experience in industrial and environmental-related projects in developing countries is desirable:
      • Experience with certification/audit in industrial hygienic safety is desirable
      Language:
      • Proficiency  English.
