Polish Humanitarian Action is a non-governmental organization established on 1994. We concentrate mainly on ensuring sustainable and stable development of regions suffering the consequences of war or natural disasters. Our interventions (of both humanitarian and development character) have been carried out in 43 countries till now. They are mainly focusing on the WASH, Food Security and Education sectors. The most important strategic objective of our organization is to combat poverty by ensuring the observance of inalienable human rights. We act for the right of access to water and sanitation, right of access to education, right of access to food, right to live in decent conditions, right to protection of life and health during natural disasters and armed conflicts. Polish Humanitarian Action is looking for an individual to join in the actions carried out within the PAH Humanitarian and Development Aid Department as:
WASH Cluster State Focal Point / WASH Programme Coordinator
General information:
• Organization: Polish Humanitarian Action
• Position: WASH Cluster State Focal Point / WASH Programme Coordinator
• Location: South Sudan (primarily Jonglei State)
• Terms and Conditions: - starting ASAP- probationary period of 3 months;- contract until May 2013 with the possibility of extension - gross salary of maximum 2600 USD - allowances: 750 USD (25 USD per day); - life & health insurance; - 31 days of annual leave (max. 10 working days every 3 months depending on project activities with flights home covered every 3 months up to 2000 USD)
MAIN KEY AREAS OF ACCOUNTABILITY:
WASH Cluster State Focal Point
• Develop and maintain state level cluster contact list and ensure knowledge of who is doing what and where within the sector in Jonglei.
• Facilitate state level cluster meetings, initiated by state level ministry and/or UNICEF via dissemination of meeting announcement, providing NGO updates for absent agencies, and sharing minutes of cluster meeting with central and state level.
• Facilitate or coordinate in partnership with cluster members and/or with inter-sector teams needs assessments and other programmatic issues as need be.
• Advice and support development of sector baselines, benchmarks and measurable indicators.
• Support cluster co-leads with planning issues including humanitarian work plan, risk analysis, preparedness/contingency planning and identification of gaps.
• Represent the WASH cluster at humanitarian coordination meetings in the state in close collaboration with UNICEF.
• Brief new cluster members on the sector specific issues. Provide initial contacts lists; facilitate contacts with key partners, local and national authorities
WASH Programme Coordinator
• Manage supervision of WASH and EP&R programming in PAH
• Supervise the safe and efficient management of WASH supplies and equipment.
• Conduct fundraising activities in identifying sources of funding of the program
• Supervise and support the preparation of project proposals , projects and reports
• Support the promotion and PR WASH and EP&R program in the region
• Ensure the exchange of knowledge, experiences and needs among project coordinators
QUALIFICATIONS, EXPERIENCE AND SKILLS:
• Minimum 2 years professional experience in the field within the WASH sector.
• Experience in the field with other organizations working in humanitarian or development contexts.
• Experience in supervision and coordination of WASH programmes/projects.
• Experience in project planning and design; familiarity with project cycle management
• Good understanding of links between emergency and development programmes
• Ability to manage budgets, understand financial accountability procedures, logistics, and commodity tracking
• Languages: proficiency in oral and written English.
• IT: MS Office advanced level knowledge,
• Strong planning and organizational skills;
• Conflict resolution and negotiation skills
• Interpersonal and cross-cultural sensitivity and experience.
