The mission of Scouting is to contribute to the education of young people through a value system based on the Scout Promise and Law, to help build a better world where people are self-fulfilled as individually and play a constructive role in society.

The World Organization of the Scout Movement (WOSM) comprises more than 35 million members, operating through 161 national organizations in 219 countries and territories, through a system of local groups.

About the role

The European Region, one of the 6 regional organizations, is looking for a dynamic, experienced individual to join the regional team as Director of External Relations and Funding who will be responsible for:
  • Representing Scouting and WOSM to the European Institutions;
  • Supporting the profiling of Scouting through and with National Scout Organizations;
  • Developing and supporting volunteer support groups;
  • Maintaining and developing existing and new relationships and partnerships;
  • Managing the European Regional Office (Brussels) and any related staff.
The successful candidate will be a self-starter with excellent communication and motivational skills, will be able to work on their own initiative and will have at least 3 years of relevant experience in this important representation role.

Being English/French bilingual is a clear asset.

Internal relations

  • Regional Director and other staff of the European Regional Office;
  • Staff of the World Scout Bureau Central Office, particularly in External Relations;
  • Chairman, Vice-Chairman and members of the European Scout Committee;
  • Relevant working groups of the Region;
  • Representatives of the National Scout Associations in the European Scout Region.

External relations

  • Staff and Committee members of the Europe Region WAGGGS;
  • NGOs and other youth organizations;
  • The European Commission;
  • The European Parliament;
  • Council of Europe;
  • European Youth Forum;
  • Foundations and other funders in the public and private field.

Main tasks

  • Represent WOSM and continue the development of Scouting’s profile in all relevant European forums – including the interests of the European Region, European National Scout Organizations and the World Organization;
  • Support and coordinate the team of volunteers working in this area - committee and representatives;
  • Build and maintain effective partnerships with regular partners, especially the European Youth Forum and European Commission, and continue to develop new relationships of mutual interest;
  • Maintain and develop other partnerships with other civil society organizations, platforms and other regions of World Scouting;
  • Maintain a critical eye on the work of the Region regarding its profile in the wider world and advise National Scout Organizations and colleagues of potential actions to create a better profile of Scouting;
  • Manage the work of the Funding and Project Support Manager in the execution of the agreed tasks and have an overview on – developing and implementing funding opportunities, reporting on applications, researching and developing new opportunities;
  • Be responsible for the funding applications developed on behalf of the Region to fund its own work and support the work of the Funding and Project Support Manager in extending the scope of applications with and for National Scout Organizations and other partners;
  • Advise staff colleagues and volunteers on appropriate actions and interventions to maintain Scouting’s profile in the wider civil society with potential cross-fertilisations and funding implications;
  • Use, as a matter of course, the project management cycle to ensure effective realization of multiple and complex relationships and projects;
  • Manage the administration of the Brussels Office;
  • Such other tasks as agreed with and by the Regional Director.

This is a fully professional role with a salary commensurate with the responsibilities. Starting salary will be from €4,500 gross per month.
