The Organisation
QGC is a leading Australian coal seam gas explorer and producer focused on supplying cleaner hydrocarbon energy to growing domestic and international markets.

We are establishing Queensland Curtis LNG, a world-first project to turn reserves of natural coal seam gas in the Surat and Bowen basins in Queensland into liquefied natural gas (LNG) – a carbon efficient fuel.

QGC, which is wholly owned by the British energy company BG Group, employs more than 4,300 staff and contractors.
Position Summary
The incumbent will manage all aspects construction to ensure Field Well, Water & Gas Gathering Systems & Associated Infrastructure are delivered safely, efficiently, within budget and in compliance with BG policies, local government and Production Sharing Agreement (PSA) regulations and guidance.

They will also oversee the work of construction contractors and service providers ensuring work is completed in line with contracts for service.
Key Accountabilities
Core Accountabilities

Functional Activities
• Liaise with Land Access to ensure that QGC has the landowners consent prior to entering the landowners property
• Ensure lease and lease access construction planning is performed in a timely manner to meet requirements of QGC planning process
• Ensure all third party services are available with adequate resources (people and equipment) to meet the scheduled requirements
• Ensure a close working relationship with QGC third party services
• Provide technical advice and troubleshooting for construction, design and operational issues
• Prepare QC daily construction reports
• Manage and monitor daily construction operations
• Monitor performance and technical integrity of contractors and service providers
• Ensure full cover for construction operations
• Ensure good and regular communications with all construction teams in operating area
• Ensure construction programmes and amendments are approved and distributed as required
• Ensure stock levels of QGC supplied goods are adequately maintained and available to meet the schedule
• Ensure a full schedule is maintained for construction operations
• Ensure senior management are kept fully abreast of all key risks and issues
• Ensure contracts are regularly reviewed to ensure fit for purpose
• Ensure benchmarking data is collected and distributed as required
• Be part of Emergency Response Team as directed per operating area
Safety & Compliance
• Ensure safety has the highest priority and is at the forefront of planning, execution and in all dealings with contractors and service providers
• Ensure all appropriate actions are taken to implement the safety management system and legislative requirements and that they are fully complied with
• Ensure the full team is adequately trained and competent in safety management skills and comply with operating area and company reporting requirements
• Perform ASA’s (Advanced Safety Audits) and contractor compliance audits on a regular basis
• Point of contact for the reporting of work site incidents and be part of and initiate accident and incident investigations as required
• Ensure all contractor and service providers are fully conversant in QGC’s safety expectations and hold regular meetings with all local managers
• Attend Contractor safety meetings and HSSE forum meetings
• Ensure all safety actions are tracked and closed out in a timely manner, equipment assurance programme is in place and documented trail to all key decisions
• Ensure all construction teams are in compliance with required mandatory certification and emergency response preparedness

People Management
• Ensure a full team are in place to deliver all phases of the operation
• Participate in local and external peer reviews/assists as required
• Actively manage direct contractors and participate in Performance Reviews as applicable in operating area
• Ensure a training matrix is in place for all key skills to deliver technical competence and personal development
• The incumbent must adhere to the annual HR cycle and meet deadlines within the appropriate timeframes

Health Safety Security and Environment (HSSE)
• Every individual has a duty to both themselves and those around them to ensure that safe practice is adhered to at all times. In addition to any specific accountabilities for HSSE, all Contractors are accountable for HSSE within their area of the Business and are responsible for ensuring that their team (if applicable) adopt exemplary HSSE behaviours
• All QGC Contractors are expected to be aware of, and adhere to the Business Principles at all times under Conduct, Our People, Society and HSSE and to participate in relevant training
Unique Knowledge, Skills, Experience and Attribute
Experience Required
 
• Proven experience with water and gas gathering systems or similar construction within the oil and gas industry
• Proven experience providing technical advice and troubleshooting
• Proven experience with safety management systems and the application of HSSE principles on construction projects
• Proven experience with emergency response management
• Demonstrated experience overseeing a large team and managing the construction activities of contractors and supervisors
• Proven experience managing contractors in line with a contract for service
• Proven experience dealing with external parties i.e. landowners and EPA etc
• Proven experience in project control and reporting systems
