Objectives

The ICT4D Division primary objectives are to facilitate the implementation of the ICT operations strategy and the networking among different Complexes involved in ICT interventions and to respond to RMCs and other stakeholders’ needs in a more coherent manner. The Division will assist the Bank in  the analysis and design/implementation of regional backhaul and national backbone  projects, provide  policy/regulatory advice, identity/prepare/appraise public sector ICT projects and promote capacity building and knowledge management and sharing in the ICT sector.
The ICT4D Division will also be the main contact point on ICT for development activities of the Bank. It will establish relations and partnerships with other donors, international organizations and non-government organizations in the Bank ICT priority areas.

Duties and responsibilities

Under the general guidance and supervision of the Manager ICT4D Division, the Regulatory Specialist will coordinate implementation of regulatory component of pillar 2 (Policy & regulatory environment) of the Bank’s Operation Strategy and provide cutting-edge advice on ICT regulation  to facilitate public and private partnerships and the use of all Bank’s financing instruments.
The Regulatory Specialist will be responsible for the following main tasks amongst others:
  • Initiate and execute studies and programmes that will monitor the regulatory environment  status in RMCs;
  • Undertake analyses of regulatory environment in RMCs with the view to establishing support needed by specific RMCs;
  • Identify regulatory issues and institutional reforms for Bank’s  interventions in ICT regulation and prepare Programme including Action Plan for implementation;
  • Provide regulatory advice on interconnection, tariff (price regulation and competition), liberalisation, unified-licensing regime, spectrum management, open access, universal service obligations, quality of service and emerging issues;
  • Provide advice to ICT4D team and RMCs on authorization of telecommunication services trends including licensing issues faced by regulators  for consideration during implementation of Bank’s financed projects;  
  • Identify legal ( eg. regional licensing) and institutional aspects of regulation that need to be addressed  to facilitate implementation of Banks  national and regional ICT projects;
  • Advise on enabling regulatory environment  for RMCs that would  support efforts to attract private financing flows through improvement of regulatory frameworks, with the overriding objective of bringing about economic growth;
  • Work with Country Teams on the development of country  and regional programs that integrate ICT  with the view to incorporating appropriate regulatory  framework;
  • Work with RMCs, RECs & Regional Regulatory  Associations  identify opportunities and challenges for developing country regulators;
  • Review RMC’s expressed needs  for  ICT regulation capacity building and design and execute appropriate capacity building programmes;

Selection Criteria

  • A minimum of a Master’s degree or its equivalent in Regulation, Computer science, Information technology, Telecommunications, Business or closely related disciplines;
  • Preferably a minimum of six (6) years of relevant professional experience in ICT regulation ;
  • Proven experience in regulating and coordination of similar ICT regulation initiatives;
  • Strong ability in leading the analytical work in regulation;
  • A proven track record of working in teams and creating an empowering and self-development oriented work environment;
  • Excellent written and verbal communication skills in English and/or French with a working knowledge of the other, and
  • Competence in the use of standard Microsoft programs (Word, Excel, Access, PowerPoint)
