Organizational Setting

The Division of Human Resources (MTHR) is one of the six divisions in the Department of Management. The Department of Management provides services to support the delivery of the IAEA's programmes, and oversees a wide range of responsibilities including the major functions of budget and finance, conference and document services, general services, human resources, information technology, medical services, procurement, and public information.

The Division of Human Resources plans, acquires and manages human resources ensuring the required competencies to implement effectively the IAEA's programmes. The Division provides the full spectrum of human resource services, including HR organizational development and planning, recruitment, staff development, performance management, and administration of compensation and benefits and serves a multicultural workforce of approximately 2300 people from diverse scientific, technical, managerial and professional disciplines.

The Staff Administration Section is responsible for staff member contracting and administering their conditions of employment, encompassing compensation, benefits and entitlements.

Main Purpose

As a member of a team, and under the guidance and supervision of the Head of Unit A or B, the Benefits and Entitlements Assistant administers staff benefits and entitlements, including social security benefits, and processes payroll actions, as required.

Working Relationships

The Benefits and Entitlements Assistant establishes relationships with staff and administrative specialists throughout the IAEA to provide advice and assistance, as well as clarify issues.

She/he collaborates with and provides advice to colleagues within the Division of Human Resources. She/he also maintains contacts with counterparts in other Divisions, primarily in the Department of Management, as well as outside entities and providers, such as the Austrian authorities and the IAEA's insurance providers.

Functions / Key Results Expected

Contracting Activities:
  • Perform the following contracting activities for Professional and General Service staff, as well as for Special Service Agreement holders in Departments/Divisions assigned to the incumbent:
    • Verify requests received, with a view to ensuring consistency with the Staff Regulations and Rules;
    • Set conditions of employment applicable to each appointee and prepare offer/appointment/extension letters accordingly;
    • Provide advice to requesting Divisions on various contracting matters;
    • Provide induction briefings to newcomers.
Social Security Activities:
  • Perform the following social security activities for temporary assistants and short-term staff in Departments/Divisions assigned to the incumbent:
    • Provide social security briefings;
    • Advise and assist staff in respect of their benefits and entitlements, including social security schemes and insurance options throughout their employment;
    • Report all enrolments, changes and terminations to the relevant bodies.
Data Input and Related Activities:
  • Calculate, prepare, and seek authorization for the actions of assigned personnel in a timely manner, enter data into the payroll system, and take the necessary follow-up steps in accordance with the Staff Regulations and Rules. These actions include appointments, extensions, separations, transfers and promotions, and actions related to benefits and entitlements, and social security matters.
  • Maintain the files of assigned personnel.
  • Administer the required actions in respect of TALMS (Time and Leave Management System), such as the input of specific working time models and leave entitlements, as well as action on negative leave balances.
Administrative Support and other Activities
  • Provide administrative support to the Unit Head as required, particularly in the area of committee work.
  • Draft standard correspondence in respect of the above activities and liaise with counterparts within and outside the organization.
  • Assess individual cases, clarify conflicting or incomplete information with reference to the Staff Regulations and Rules for review by the Unit Head.
  • Contribute to process improvement.
NOTE: The incumbent may be required to work in all or some of the areas mentioned above.

Knowledge, Skills and Abilities

  • Knowledge of IAEA staff benefit and entitlement principles, IAEA Staff Regulations and Rules, and HR practices in a UN organization; ability to interpret these and provide advice to staff thereon.
  • Computer skills: Proficiency in MS Office 2010, which is the IAEA standard (Word, Excel, Outlook, PowerPoint), and the ability to use databases.
  • Accuracy: Ability to work with a high degree of accuracy and attention to detail.
  • Organizing skills: Proven ability to deal with a large volume of work under time pressure, set priorities, show initiative, organize own and others work independently, meet deadlines and adapt to constantly changing demands.
  • Interpersonal skills:
    • Ability to establish and maintain good relationships with internal and external counterparts and to work harmoniously in a multicultural/multidisciplinary environment with respect and sensitivity for diversity;
    • Ability to deal with customers in a courteous and tactful manner.
  • Communication skills: Ability to draft standard correspondence and to communicate effectively in English.
  • A high degree of discretion, good judgement and a strong sense of responsibility and confidentiality.

Education, Experience and Language Skills

  • Completed secondary education.
  • Minimum of five years of relevant experience, including experience in HR compensation or benefits administration and contracting in a UN or other international organization.
  • English Language Test (Level 2) and English Typing Test (Level 2) to IAEA standard.
  • Excellent knowledge of both spoken and written English. Working knowledge of German is required for regular contacts with the Austrian authorities. Knowledge of another official IAEA language (i.e. Arabic, Chinese, French, Russian, Spanish) an advantage.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at €41 082 (subject to mandatory deductions for pension contributions and health insurance), six weeks' annual vacation, pension plan and health insurance.
