Purpose of job:
To provide effective financial services, in accordance with ILGA-Europe’s policies and procedures. To be responsible, in conjunction with the Executive Director for developing and implementing sustainable financial strategies for the organisation. To support the work of ILGA-Europe and the achievement of the tasks and objectives set out in the work programmes. To manage the Finance and Administration Service Area.
Gross salary:
The salary scale for the post of Finance Manager is €53,492.72 to €63,628.18 (gross annual salary inclusive of holiday pay). The organisation offers a generous remuneration package, including a pension scheme, a hospitalisation insurance scheme, luncheon vouchers and 25 days annual leave. Relocation support from within Europe to Brussels will be given.

JOB DESCRIPTION
Financial management:
  •  Jointly with the Executive Director and the treasurer holds responsibility for the financial health of ILGA-Europe.
  •  With the Executive Director and Treasurer, develop financial policies, systems, procedures and monitoring consistent with the organisation’s mandate and strategy, providing for appropriate oversight by the Board and ensuring financial effectiveness.
  •  Jointly with the Executive Director, ensure timely preparations of ILGA-Europe’s annual budget within the financial planning process and ensure that the Management team work within their own approved budget allocations.
  •  Jointly with the Executive Director responsible for accurate and timely preparations and presentations of budgets, funding submissions, progress reports and accounts for internal purposes, for funding organisations and other interested parties, as appropriate.
  •  Ensure effective management of financial resources and set up of appropriate financial procedures and controls for sound financial management and administration of assets.
  •  Prepare regular financial reports comparing actual income and expenditure with budgeted income and expenditure, and other reports and financial returns as needed. Prepare budgets and funding applications as required.
  •  Maintain financial ledgers for the purchase, sales, payroll, cash and petty cash ledgers. Balance bank transactions, prepare ledger balances and control accounts. Raise accruals, prepayments, depreciation charges in cooperation with ILGA Europe’s external accountant.
  •  Code and extract information and maintain accurate cost centre budgets in order to provide comparisons on costs and income. Ensure that all costs allocations to activities are performed on a regular monthly basis.
  •  Supply information to enable effective management control of the organisation’s income and expenditure and to support organisational objectives. Prepare management accounts, cash flow reports and Income and Expenditure forecasts.
  •  Manage staff timesheet system, administer salaries, maintain salary records, ensure timely payments and manage communication with ILGA-Europe’s payroll system. Prepare the annual accounts and submission of financial documents to the appropriate statutory authorities.
  •  Liaise with ILGA-Europe Treasurer, external accountant and Auditor as appropriate.
Risk Management
  •  Jointly with the Executive Director ensure that the major financial risks to which ILGA-Europe is exposed are reviewed regularly by the Board and the Management team, and that systems have been established to mitigate these risks
  •  Jointly with the Executive Director ensure that there are effective mechanisms for robust internal and external financial and non-financial risk management
  •  Jointly with the Executive Director ensure that ILGA-Europe fulfils all its financial legal responsibilities and fulfils internal regulations
Performance Management
  •  Develop, implement and manage systems for tracking whether the Finance and Administration service area and delegated elements of the work programmes are on target to deliver the agreed objectives.
  •  Develop, implement and manage systems for monitoring the effectiveness, efficiency, quality and equality of the finance service area’s work and bring forward proposals for continuous improvement.
  •  Ensure that the staff managed understand the individual contributions required in achieving the annual work programme and how their performance will be appraised against agreed objectives
Organisational management and development
  •  Be accountable for the implementation of the annual work programmes in agreed areas
  •  Develop and implement effective communication systems that ensure the timely flow of information from the service area throughout the organisation and facilitate cooperation and consultation with members
  •  Prepare reports, discussion papers, briefs and other appropriate documents for meetings of the executive board, annual conference and other internal meetings
Staff Management
  •  Be responsible for the management and development of staff working in the Finance and Administration service area, including setting objectives and targets, providing supervision and guidance, and conducting regular appraisals of performance against objectives.
  •  Be responsible for the day to day supervision and management of stagiaires and volunteers seconded to the Finance and Administration service area
  •  Ensure that the staff managed have a personal development plan, that training needs are identified, and relevant training received.
  •  Manage the service area in such a way as to take account of all practical and cultural considerations and ensuring that everyone involved is clear about their contribution and role
  • Implement and maintain appropriate policies and procedures, consistent with the Human Resources strategy
  •  Be responsible, in conjunction with the Executive Director for the recruitment, appointment, retention, reward, fair treatment and discipline of Service Area staff under the organisation’s agreed policies and procedures
