Expert Senior Epidemiology and Avian Influenza

The QED Group is seeking a Senior Epidemiology and Avian Influenza Expert for an anticipated project in Laos to serve as a coordinator and focal point for research and surveillance on influenza and related prevention and control activities. This individual will be the sole and primary presence in Laos but will also serve in a regional capacity affecting programs and initiatives in Cambodia, Vietnam, Thailand, Myanmar, China and other countries as deemed appropriate. In this role, the individual will provide lead guidance and strategy toward the coordination and implementation of the organization’s International Influenza Strategy within Laos and the region. This senior epidemiologist will also frequently provide high-level scientific advice and consultation on seasonal, avian and pandemic influenza surveillance and response, and will also play a lead role in designing epidemiological research protocols and prepare scientific manuscripts that contribute to the understanding of the burden of severe disease due to influenza and the effectiveness of interventions to prevent influenza transmission in tropical countries. The ideal candidate should have experience relevant to regular interaction with high-level foreign officials, and the development and implementation of sentinel site and pandemic early warning surveillance in international settings.
Duties and Responsibilities:
  • Provide lead guidance and strategy, in collaboration with the organizations influenza division in Atlanta, toward the coordination and implementation of the organization’s international influenza strategy within Laos and the Western Pacific Region.
  • Conduct epidemiological studies pertaining to the occurrence and prevention of morbidity and mortality, including surveillance, investigation and control of emerging infections, noninfectious diseases, new pathogens; and environmental toxins; and/or evaluating the safety and effectiveness of drugs, vaccines, biologics, and medical devices.
  • Plan, coordinate, and conduct epidemiological research studies, responds to outbreaks of disease, develops and tests hypotheses, designs statistical methodology, assessment tools, and evaluation criteria; synthesizes data, interprets results and disseminates results in publications and presentations.
  • Work with US Embassy, USG agencies, including the organization’s Atlanta office, and Laotian government staff to support development pandemic preparedness measures, guidelines and training, evaluation of preparedness plans and of epidemiologic and laboratory surveillance capacity.
  • Determine the approach, methods, and procedures to use in order to obtain the information requested, taking into consideration the requirements established by agency regulations, ethical regulations, and US Federal law as well as Indonesian law. This includes developing and modifying assessment tools, protocols, and statistical methodology and study design.
  • Write comprehensive statistical and analytical reports from major epidemiological studies and collaborates with other scientists, analysts, and statisticians to develop a joint analyses and any other required publications. Findings and research papers are considered to be authoritative scientific documents.
  • Provide technical consultation to the organization (as well as senior Ministry of Health officials) and advise the use of epidemiological methods in all aspects of public health including surveillance, investigation, disease control and prevention, and/or the frequency and seriousness of adverse drug reactions. Opinions are authoritative, precedent setting and decisions have major public health and/or economic consequences to regulated industry.
  • Collaborate with and provide technical support to other agencies working with the U.S. Embassy, along with other national and international agencies.
  • Draw upon a comprehensive knowledge of epidemiology to anticipate and identify subtle or obscure problems and provide evidence to direct swift and effective public health control and prevention measures.
Key Qualifications:
  • Masters degree in public health, social sciences or public administration.
  • Education and experience in epidemiology, influenza and avian influenza.
  • Around 5 to 10 years of experience with increasing responsibility in public health.
  • Previous experience managing public health projects.
  • Clear understanding of the federal grants and budget processes and cycles.
  • Exceptional writing and communication skills.
  • International experience, particularly in South East Asia.
  • Regional language proficiency a plus.
