CCIVS Director - CCIVS - Unesco | France


A. Main responsibilities
1. To promote and develop the work of CCIVS subject to the decisions of the General Assembly and the Executive Committee.
2. The Director will be responsible for managing the staff, finance and other resources of the organisation.
3. The Director will also ensure and consolidate good relations with UNESCO and other institutional partners.
B. Specific duties
1. Organisational management
The Director is responsible for:
a. Assisting the Executive Committee in the preparation and implementation of the overall plan of action as agreed by the General Assembly.
b. Promoting and encouraging cooperation between member organisations on the basis of the above mentioned work plan.
c. Preparing and coordinating the biannual General Conference and General Assembly.
d. Servicing the Executive Committee which includes: informing and advising the EC members on relevant issues; organising the Executive Committee meetings and Finances and General Purposes Committee by circulating the agenda and working documents, taking minutes and writing reports.
2. Staff management
The Director is responsible for:
a. Exercising legal authority over the staff.
b. Assuring clear roles and responsibilities and accountability by the staff andamong the staff and the other parts of the organisation.
c. Ensuring that there is a good communication, consultation and cooperation within the staff team.
d. Developing skills with the team.
3. Financial management
The Director is responsible for:
a. Ensuring that there is sound financial management practice throughout the organisation.
b. Ensuring the development and implementation of a fundraising strategy, in cooperation with the Executive Committee.
c. Ensuring that the aims and priorities of the organisation is matched by the financial means available.
d. Supervising regular bookkeeping.
4. Resources management
The Director is responsible for supervising the general maintenance of the Secretariat, office and equipment of the Secretariat to ensure the most effective and efficient use and availability of resources.
5. External relations
The Director is responsible for:
a. Promoting the concept of international voluntary service and the aims and objectives of CCIVS.
b. Strengthening the links between CCIVS and institutional partners including UNESCO, UNV, the European Commission, the Council of Europe, etc.
c. Developing and maintaining relationships with current and potential funding bodies.
6. Communication
The Director is responsible for:
a. Ensuring good communication with the member organisations and providing members with updated news and other information.
b. External communication and the promotion of CCIVS externally.
7. Monitoring and evaluating
The Director should actively contribute to the transparency and accountability of the organisation by developing monitoring end evaluation procedures at all levels and for all activities.
8. Other
In addition, the Director may be expected to undertake other appropriate tasks at the request of the Executive Committee. Please also refer to the Constitution for the overall functioning of CCIVS: www.ccivs.org
Profile of the candidate
We are looking for someone who:
a. Supports the aims of CCIVS in promoting volunteering and international voluntary service programmes and activities to promote mutual understanding, reconciliation, inter-cultural learning, sustainable development and peace.
b. Has experience of working for NGOs, preferably a national or trans-national organisation.
c. Has skills and experience in personnel management and ability to develop a cooperative team.
d. Has knowledge and successful experience of financial management, including budgeting, accounting and fund raising.
e. Has the vision and drive to develop new programmes and initiatives. The Director must be able to enthuse other staff as well as CCIVS members to develop the work of CCIVS.
f. Has experience of volunteering and working with volunteers.
g. Is a good communicator.
h. An excellent working knowledge of English and French is essential. Knowledge of other major languages is an advantage.
i. Understands the importance of networking and developing external relations with like-minded organisations and institutions with the same general objectives as CCIVS, and has the ability to implement these relations.
j. Is able to work independently, fitting personal initiatives into the overall Plan of Action.
k. Is able to respect, develop and work in team spirit.
l. Is ready to work long and flexible hours when necessary and under pressure.
Terms and conditions of Service
1. The Director is directly responsible to the Executive Committee and through them to the General Assembly of CCIVS. The President supervises the Director on behalf of the Executive Committee.
2. The Director will be based at the Secretariat in Paris but can be expected to travel for meetings, conferences, seminars, and project visits.
3. It is a full time appointment. The working hours are 35 hours per week according to French legislation. Working hours are flexible, irregular and sometimes long.
4. The Director will be expected to participate on occasion in evening, week-end and even longer residential meetings, conferences etc.
5. Annual leave consists of 2.5 days per month according to French legislation (i.e.. 30 working days or 5 weeks for a full year of effective employment). Time off in lieu may be taken in mutual agreement with the Executive Committee.
6. The annual gross salary is between 27,000 € and 29,000 €, depending on experience and qualification. Partial reimbursement of local public transportation (50%) is also covered by CCIVS.
7. There is no subsistence allowance for overnight stays and residential meetings.
8. There is a 3 months probationary period, which can be extended to a further 3 months.
9. The contract of employment can be terminated with three (3) months notice by either party. The employee should notify the President of his/her resignation. Notice on behalf of CCIVS is served by the Executive Committee.
10. This "terms and conditions of service" will be submitted to the prospective employee for mutual consent before the appointment is taken up.

4. Closing date for applications: candidatures will be accepted until the 31st of March 2013, but the Executive Committee will immediately start shortlisting and interviewing interested applicants on a rolling basis, with the final interviews eventually taking place in the end of April.
5. An overlapping period of 1 month with the current Director is foreseen, with the successful candidate ideally taking up the post on Monday 17th June 2013.
