The Philippines-Australia Public Financial Management Program (PFMP) is a joint initiative of the Governments of Australia and the Philippines to improve the efficiency, accountability and transparency in the use of public funds in the Philippines. The program directly assists the national government to implement its comprehensive PFM reform agenda that is laid out in the Philippine Public Financial Management Reform Roadmap: Towards Improved Accountability and Transparency.

The Philippine Government is introducing a Treasury Single Account (TSA) to improve cash management and execution of the national budget. This will provide fiscal managers with a reliable basis for cash flow forecasting, short-term financing, and maintaining appropriate daily cash balances. Following agreement to the TSA design and implementation plan (the TSA Business Plan), the PFMP is assisting the Bureau of the Treasury to pilot-test and implement the TSA from 2013.

Coffey International Development, the Service Provider of PFMP, is recruiting a Treasury Management Expert/Team Leader who will closely work with the Treasury to implement the TSA Business Plan and overall coordination of activities across the relevant government and external stakeholders. This role reports directly to the Treasurer of the Philippines.

The suitable applicant for this role should have at least ten (10) years in an international environment implementing and/or managing treasury reforms and active cash management systems, including the design and implementation of Treasury Single Accounts. The candidate should have strong understanding of PFM systems in a modern democracy and usage of contemporary international methodology in PFM. Knowledge of public sector budgeting and accounting rules and procedures in the Philippines is an advantage. The Treasury Management Expert/Team Leader should have good team working skills and is fluent in writing and speaking in English.
