LEII SCIENCE AND INNOVATION OFFICER
The British Embassy is seeking to recruit a permanent, full time, locally engaged Science and Innovation Officer covering France (90%) and Belgium (10%). The successful candidate is expected to start in April/May 2013 and will be part of the UK Government’s global Science and Innovation Network based at FCO posts around the world. The successful candidate will work to the Regional Manager for Science and Innovation for West Europe.
Science and Innovation are at the heart of the UK Government’s strategy for sustainable growth and prosperity. The Science and Innovation Officer will be responsible for supporting the international element of this strategy by helping take forward this agenda in France and Belgium. In particular, the officer will: help strengthen the UK’s science base and innovation capacity by fostering strategic collaboration between the UK and France/Belgium in research and innovation; and help ensure policymaking is underpinned with a strong evidence base by proactively reporting on science and innovation policy developments in France and Belgium and responding to requests from colleagues in London.
The successful candidate will need to build up a strong network of contacts within government, companies, universities, public research and other organisations in France, Belgium and the UK and will work closely with colleagues across the Embassy and in the global Science and Innovation Network, notably with the Senior Science and Innovation Officer in Paris and the Science and Innovation Officer in the British Embassy, The Hague (who shares responsibility for covering Belgium). Main Responsibilities:
  •  Develop, deliver and contribute to a programme of projects, visits, events and other activities aimed at facilitating collaboration in science between the UK and France/Belgium and enhancing the UK’s innovation capacity.
  •  Monitor developments in science and innovation policies and programmes in France/Belgium and provide timely and concise reports on key developments to UK government departments and other stakeholders.
  •  Respond to requests from UK stakeholders for concise reports on science & innovation-related policies and programmes in France/Belgium.
  •  Support Ministerial and senior official visits to France/Belgium relating to bilateral science and innovation issues.
  •  Develop a wide range of contacts in government, business, universities and public research organisations in the UK and France/Belgium to support the activities above.
  •  Contribute to wider work in the Embassy and Science and Innovation Network.
Required knowledge, skills and experience:
Science & Innovation

The successful candidate should have at least a degree-level education (preferably in a scientific discipline) and a demonstrable interest in science and innovation issues across a range of sectors. You will have a strong understanding of the potential contribution of science and innovation to economic growth and prosperity. Relevant experience in industry or of commercialisation of research would be an asset.
Delivering results & customer focus
The successful candidate will need to demonstrate the drive and the necessary financial, project and resource management skills, including effective management of your own time, to achieve real outcomes to meet UK customer needs. Equally you will need to be able to respond flexibly as priorities change and ensure that you get maximum impact from investment of your time (including the 10% spent on Belgium).
 
Working with others
The successful candidate will work as part of the Embassy in Paris and as part of a wider France and European network, including with colleagues working on Trade and Investment. Covering Belgium will require you to work in close co-operation with a colleague in The Hague and the Embassy in Brussels. You will need to show you can bring together a team to work effectively and supportively on shared objectives to deliver clear results and impact.
Strategic Thinking and Problem solving and judgement
The successful candidate should be able to identify where the UK would benefit from science and innovation collaboration with France/Belgium and convert this into concerte actions. To do this, you will need to be able to analyse information on developments in French and UK science and innovation, draw conclusions and put in place activities to deliver on this.
 
Communication & Influencing
The ability to communicate effectively and persuasively is essential. You will need the ability to develop and maintain contacts with both UK stakeholders and senior representatives of French/Belgian industry, government and the scientific community. A language test (in French, English or both, as appropriate) will be required as part of the recruitment process.
 
Languages
You will have exceptional levels of French and English language skills.
 
Travel
The post is Paris-based but will involve regular travel to the UK, within France and Belgium and to the rest of Europe. You should expect to visit Belgium one day a month.
 
Salary
The basic salary will be 2,681.00 Euros gross per month.
