World Vision Grant Accountant

Location: Port Moresby, Papua New Guinea

The Grant Accountant will support the National Tuberculosis (TB) Program in establishing and implementing a strong system of effective financial management of the TB Grant in accordance with approved budgets and accounting practices of both WV and Grant-Funding Agency Grant Agreement. You will be responsible for coordinating with all sub-recipients (SRs) to ensure full compliance with the financial reporting and that grant requirements are met. You will also be called on to provide technical expertise on Asset Management and Procurement and Supply (PSM) policies.

RESPONSIBILITIES INCLUDE:
• Establishes a Project Financial System that will include the following processes, among others: fund requests, bank transfers, disbursements, record-keeping, reporting, and forecasting of financial needs
• Works collaboratively with SRs to develop budget plans and finance reports
• Facilitates the timely disbursement to all SRs based on the Disbursement Notice from the Funding Agency
• Prepares the monthly, quarterly and annual financial reports, pipeline analysis and other reports required by the funding and cooperating agencies
• Provides technical support in the area of financial planning, analysis and feedback to the sub-recipients
• Monitors actual expenditures on a regular basis and institutes corrective actions when necessary to keep within proper budget levels

REQUIRED SKILLS INCLUDE:
• Graduate of Accountancy or Accounting and preferably a Certified Public Accountant and a Certified Grant Manager
• 5 years proven Finance experience in handling a grant project or similar health project
• Ability to link financial documents with tangible programmatic performance and make recommendations for systems strengthening
• Ability to effectively negotiate with donors, analytical and able to respond quickly to queries from key stakeholders
• Experience in managing or providing financial advice to sub-recipients or contracts under grants
• The role requires management and supervision of four sub-recipients
• Willing to travel to provinces, minimum 40% of the time
• Excellent communication skills (both oral and written) at all levels
