USAID/Philippines STRIDE is a five year cooperative agreement designed to strengthen the science, technology, research, and innovation capacity of Philippine higher education with a focus on disciplines that contribute to high-growth economic sectors as a means of stimulating and accelerating broad-based economic growth. To do so, STRIDE will improve the research capacity and output, as well as the qualification of faculty and staff in select programs and universities in the Philippines. It will strengthen linkages between industry and academia in high-growth economic sectors such as manufacturing and information technology, and strengthen or establish partnerships between U.S. and Philippine universities.
The Deputy Chief of Party will be a seasoned project manager with in-depth knowledge and understanding of higher education and its contribution to economic growth. The Deputy Chief of Party (DCOP) is expected to manage all programmatic aspects of activity implementation and serve as second in command to the Chief of Party (COP). The DCOP will ensure the work plan is implemented overseeing the program direct reports. He/she will reside in Philippines for the life of the project with responsibility to command increasing and diversifying management capacity. Candidate should possess strong management, administrative and writing skills.

Duties and Responsibilities
- Serves as RTI’s alternate liaison to USAID, government counterparts, local organizations, and program partners when COP is unavailable. Ensures a high level of communication and close working relationships with USAID.
- Provides strategic leadership, technical and managerial direction for the successful implementation of the project.
- Responsible for the overall performance and results of the project, including management and oversight of the program’s technical, operational, and administrative staff.
- Interfaces regularly with USAID on management and decision-making and ensures that the project activities are meeting client and stakeholder expectations and that project results are proactively disseminated.
- Develops and implements annual program work plans and performance milestone plans and negotiates an agreement of those plans with USAID and other partner organizations.
- Ensures the timely and quality completion of all program technical and financial deliverables and reports in accordance with USAID guidelines.
- This work requires knowledge of university research and development, science and technology deployment as it relates to economic growth, and operations, and the ability to work with universities and other stakeholders in the higher education and research system stakeholders.
- Additional specific tasks and duties to be assigned as necessary to fulfill deliverables
Qualifications:
- Graduate degree in relevant discipline. PhD strongly preferred.
- 9 years progressively responsible experience working in an environment related to higher education and/or research and development.
- A minimum of 4 years of experience with Donor-funded economic growth, higher education, or science and technology/research programs. Preferably including previous experience in Philippines.
- Proven leadership and organizational skill, successfully managing and coordinating large and disparate work groups.
- Good Human Resource management skills
- Demonstrated commitment to customer service
- Proficiency in management and systems, such as human resources management and management of employee compensation systems.
- Strong oral/written communication skills and ability to communicate at multiple levels in the organizatio
