Chief of party , West Bank and Gaza

Chemonics seeks a chief of party for an anticipated USAID-funded project that will work with local counterparts to create an effective justice sector that is accountable to the public and responsive to the needs of citizens. Activities will include working with the High Judicial Council, the Ministry of Justice, and the courts on initiatives to strengthen public services, judicial training, and alternative dispute resolution. It will also include working with local law faculties to enhance the education and training of legal professionals and to strengthen the management system for legal education. Finally, activities will support civil society organizations to educate and engage citizens on their legal rights and responsibilities. The program is expected to start in late 2013. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:
  • Provide project leadership, management, and technical direction for all program components
  • Provide direct technical expertise and input into project activities as appropriate given background and experience
  • Serve as the primary liaison between the project, USAID, local partners, and relevant  counterparts
  • Develop and execute annual project work planning, performance management, and strategic communications
  • Supervise and direct the development of project staff, strategic planning, and team building
  • Oversee the work of the project's staff and subcontractors and ensure that program deliverables are completed on time and are of high quality
Qualifications: 
  • Juris Doctor or LLM degree
  • Minimum 15 years experience implementing donor-funded rule of law projects; experience as a chief of party on a USAID project is highly desirable   
  • Solid understanding of and experience in legal and/or judicial reform and rule of law issues in a developing country context 
  • Experience working on a USAID or other donor-funded rule of law/judicial project in the Middle East 
  • Knowledge of Palestinian counterparts, individuals, and organizations active or interested in legal/judicial/rule of law issues is highly desirable
  • Outstanding written and verbal communication, interpersonal, and management skills ​
  • Demonstrated leadership, versatility, and integrity
  • English fluency required; Arabic highly desirable
