Chief, Training Unit, P5

This position is located in the African Training Institute for Economic and Development and Planning (IDEP), United Nations Economic Commission of Africa (ECA), Dakar, Senegal. The Chief of the Training Unit reports to the Director, IDEP.
 
Responsibilities
 
Within delegated authority, the Chief of the Training Unit will be responsible for the following duties:

• Initiates and coordinates actions covering the entire span of training capacity development and consultancy activities undertaken by the Institute.
• Provides policy guidance to the Division, on conceptual strategy development and management of the implementation of overall strategies, leading to the development of the curriculum and content for all IDEP courses.
• Plans and oversees the management of activities undertaken by the Institute; ensures that work programmes and activities are carried out in a timely fashion, coordinating diverse projects in the Section, and, in liaison with other organizations of the United Nations System, donors and agencies as appropriate.
• Identifies and analyzes training needs and priorities and develop strategies to meet these requirements.
• Coordinates the design and implementation of IDEP training programmes. Ensures that the outputs produced by the Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data.
• Monitors and evaluates the effectiveness and impact of training programmes and recommend ways to enhance effectiveness and impact on the Organization.
• Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or hold programmatic/substantive and organizational discussions with representatives of other institutions.
• Identifies forthcoming training requirements and develops strategies to meet these requirements.

Education
 
Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, education, economics, law or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
 
Work Experience
 
A minimum of ten years of progressively responsible experience in administration, budget, finance, human resources management or related field.  Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.
 
Languages
 
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage
 
Assessment Method
 
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
