Director, Zonal and District Health Services and Systems Strengthening

The Director for Zonal and District Services and Systems Strengthening is considered a senior management position, responsible for providing leadership, direction, guidance and support to activities implemented at the zonal and district level in three zones and seven districts. S/he will work closely with the MOH, zonal health offices, district health offices and health facilities and coordinate with other stakeholders to contribute to district health system strengthening, as well as to HIV prevention, care and treatment and support elements of the essential health package including TB, STI, malaria and MNCH services. S/he will oversee a team of medical/technical staff responsible for close district collaboration and service delivery support and work in close collaboration with the entire technical team to achieve program objectives and outcomes.

Essential responsibilities include the following, but not limited to:

  • Provide leadership, input and coordination of strategies, approaches, workplans and budgets for all zonal and district level activities
  • Participate in the development of overall Health Systems Strengthening strategy to support the national HSSP and HIV Strategy
  • Active participation in senior management team, providing input on issues of strategic importance to the organization
  • Ensure technical and operational information is communicated effectively across and among geographic, as well as technical and operational teams
  • Manage team of technical/medical staff who will serve as focal points for each district
  • Represent the Foundation to the Government of Malawi and MOH at all levels, the USG/PEPFAR, other donors, partners and relevant stakeholders as needed
  • Participating in the development of EGPAF’s overall annual work plan and in the planning and budgeting activities
  • Participating in providing technical guidance and assistance to all implementing partners including District Health Offices; this will include technical review of grant proposals and work plans submitted to EGPAF and oversight of the implementation plan for each implementing partner/ sub grantee.
  • Participate in national committees and working groups for HSS, District Planning and other related areas as needed
  • Participate in the identification, document and disseminating best practices in health systems and services strengthening.

Knowledge, Skills and Abilities
  • Thorough understanding of the functioning of Malawi health delivery systems, current health and HIV sector programs, strategies and implementation plans
  • Ability to successfully manage multiple, complex and competing priorities
  • Strong technical and analytical skills, proven ability to effectively solve problems
  • Practical experience working with health systems at the national and district levels
  • Highly organized, meticulous and reliable.
  • Strong interpersonal skills and negotiation skills
  •  ability to work in teams and oversee staff
  • Excellent oral and report writing and presentation skills.

Required Qualifications
  • Clinical Degree (MD or RN or advanced degree in closely related field) required.
  • Master’s degree in Public Health highly desired.
  • Minimum of eight years’ experience working within and with Ministry of Health national or local departments in a management position (preferably former ZHO or DHO)
  • Experience implementing and/or overseeing HIV/IDS prevention, care & treatment programs and other elements of the essential health package.
  • Experience working with and/or in an international organization preferred, experience with USG funding highly desired
