HSE Design Engineer

Due to continued expansion and growth, we now require a HSE Design Engineer based in Doha, Qatar.
Responsibilities
  • Review ITB (Invitation to Bid) documents and provide technical support to proposal engineering team. Ensure HSE Design related scope is well understood and captured for cost and schedule purposes.
  • Perform responsibility of a Lead Engineer on projects. Review contract requirements for project execution and organise the preparation of the Technical Document Register.
  • Coordinate with projects/planning on project time schedules.
  • Review and ensure Project HSE philosophy is implemented in design and is aligned with Isolation, ESD & Blow down philosophies and implemented in relevant project documents.
  • Review and select competent 3rd party consultants to perform HSE studies. Review the impact of outcome from HSE studies on project design and coordinate with other engineering disciplines for implementation.
  • Supervise development of HSE study reports. 
  • Supervise the preparation of loss prevention design documents.
  • Supervise and provide guidance in the development of plot plans, engineering drawings and technical documents issued for IDC’s and the integration of other engineering discipline data inputs.
  • Direct the preparation of technical inquiry requests (Inquiry Requisitions) to vendors, participate in the technical evaluation of vendor bid offers. 
  • Administer the preparation of Purchase Requisitions for the procurement of equipment and materials.
  • Interface and regularly meet with client and vendor representatives, conduct internal staff progress meetings.
  • Direct and monitor Material Take Off (MTO) activities.
  • Participate in employee performance evaluations.
  • Organise and participate in HSE audits, peer reviews on projects and proposals.
  • Ensure strict compliance with Company’s ISO Quality procedures.
Education and Skills
  • Degree qualified.
  • Minimum 10 years experience in a similar role in the oil and gas industry.
  • Experience fo various safety studies and workshops like HAZID, HAZOP, SIL etc.
