The role
We are currently seeking a talented Hydrographic Specialist (30 person-months, intermittently) to work closely with our other specialists for the PNG – Maritime Waterways and safety project.
The specialist will provide technical inputs to hydrographic surveys and capacity development associated with the survey. The outline TOR include the following tasks.
  • Work out the specific limits and the details of survey required for meeting the standards of Class I surveys as mentioned in Special Publication number 44 of International Hydrographic Organization.
  • Assist the Procurement Specialist in the preparation of the bid documents and oversee the estimates of the bill of quantities are in accordance with surveys and works requirements.
  • Assess and evaluate technical capabilities of bidders for the surveys. All the surveys need experience in operating shallow and uncharted waters.
  • Review the quality assurance and quality control manual prepared by the awarded survey agency prior to commencement of its services.
  • Ensure vessels deployed for the survey have the clearances from the marine surveyors and the government to ensure safety of men and material at sea.
  • Inspect equipment, personnel, calibration of the equipment and validation of data prior to commencement of survey.
  • Ensure the standard procedures for calibration and the deployment of the equipment are followed.
  • Develop procedures for collection and stowage of data from the field parties on daily basis.
  • Review the post processing procedures and preparation of data sets.
  • Work out the data sets and deliverables required by Australian Hydrographic Service for production of paper-based navigational charts and electronic navigational charts.
  • Develop a training program for NMSA staff in hydrographic surveys with an Institutional Specialist.
  • Build capacity of the Hydrographic Unit by involving the personnel from the unit in all the activities above.
Suitable applicants will have/be:
  •  a tertiary degree in hydrographic engineering or closely related fields
  • preferably 7 years experience in development projects in general, and transport projects in particular, and
  • relevant work experience more than 6 months in Pacific DMCs or similar environments
