Sector Leader Agriculture

Duty station: Phnom Penh, Cambodia
(International contract)
SNV has been present in the Kingdom of Cambodia since 2005 - when the National Biodigester Programme commenced - and now operates in eight south eastern provinces with programmes in Agriculture, Pro-Poor Sustainable Tourism, Renewable Energy and Water, Sanitation & Hygiene
In addition to the specialist expertise it brings to these sectors, SNV works to develop capacity in governance for empowerment, gender equity and social inclusion, and value chain development services (including access to financial support) all of our interventions.
In Agriculture, SNV focuses on staple food (rice) small holder cash crop value chains (cassava), food security and climate smart agriculture.  This is done by improving access to markets, providing knowledge and skills training, promoting gender and social inclusion.
Overview of the role
The Sector Leader is responsible for steering national sector development and quality of the practice in line with global sector choices and cross cutting themes.  This position reports to the Country Director and works in close collaboration with other sector leaders, the Country Human Resource Officer and the Country Finance Officer.
The Sector leader will be based in Phnom Penh, and will make frequent visits to other locations where SNV has agriculture programmes and clients.  S/he will lead a team of 6 advisors, several Local Capacity Builders and several consultants.
Responsibilities:
  • Provide strategic direction to the sector in terms of content and leadership;
  • Conceptual development of the sector programmes, including identifying and defining programme interventions and opportunities in the agriculture subsectors;
  • Steer implementation of projects/programmes and act as project leader for IFAD/Cassava and all climate smart projects;
  • Build relations with relevant stakeholders including donors, local organisations and knowledge institutions with the objective of profiling SNV and secure additional funding for the sector.  Experience of working with EU, USAID, AusAID is required;
  • Setting up of efficient system for business development intelligence and identify opportunities to mobilize financial resources in collaboration with the other sector teams in the country;
  • Provide guidance and steer on Managing for Results policy and ensure credible M & E indicators and results;
  • Management and development of human resources in the sector,  this includes evaluating performance of all categories of the workforce;
  • Actively draw lessons from the programmes for improving SNV’s service delivery and participate in knowledge development expertise groups/ networks so as to enhance knowledge development and sharing on innovative delivery models with the team;
  • Promote a ‘Governance for Empowerment’ (GfE) approach and pro-actively develop modalities to increase the opportunities for women to be actively involved in market activities as well as to increase their participation in decision making processes within the selected value chains.

 
Requirements:
  • Education: Master’s Degree in agriculture, agricultural economics, agricultural engineering, agribusiness, business administration or any other relevant discipline.
  • Minimum 8 years professional work experience, including international experience. Experience of working in Asia and in Cambodia is an added advantage;
  • Demonstrated experience of value chain analysis and development, working with the private, micro, small and medium enterprise development and inclusive business approaches;
  • Demonstrated project management skills;
  • Experience in leading, managing and coaching a team of advisors and project staff;
  • Experienced networking and relationship manager, especially with donors;
  • Proven track record in business development, proposal writing and mobilising of resources;
  • Experience in organizing/executing baseline studies, business & investment plans, and risk analysis and measurement impact frameworks;
  • Experience in writing practice-based knowledge documents;
  • Knowledge of gender concepts and promotion of women entrepreneurship.

Description of duty station: Phnom Penh
Medical facilities: There are limited international standard healthcare facilities; daily connections to Bangkok /Singapore for advanced healthcare.
Educational facilities: International schooling systems up to IB level in English and French are available.
Security situation: Good. Peace and security throughout the country
Accessibility: Frequent flight connections to major cities in the region.
Communication: Advanced mobile, phone and internet connectivity is available
Contract period: 2 years
