Analyst, Technology Solutions

The Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, Malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries.  In addition, CHAI’s teams are working side-by-side with over 20 governments to tackle many of the largest barriers to effective treatment and care.

CHAI is embarking on an ambitious Supply Chain initiative to address critical gaps in effective health facility- and community-level access to commodities that is delivered in an efficient and cost-effective manner.  Infrastructure and human resource constraints limit the impact of public health programs and cause unacceptable delays in achieving widely recognized goals of universal access to prevention and treatment. The utility of technology solutions have been demonstrated to a limited extent and have the potential to play an increasingly critical role in addressing these challenges as well as optimizing health systems and service delivery. When designed and implemented well, technology solutions can achieve transformational impact without significant capital investments and enable more efficient use of limited resources.

Reporting to the Director Technologies Solutions, the Analyst will support the development and implementation of technology solutions in addressing challenges to effective and efficient supply chain management as a priority focus area. By creating a knowledge and skill base, he/she will also help explore and expand the scope of technology solution to support other health system and service delivery areas.
Responsibilities:
  • Conduct landscape analyses and evaluation of existing and emerging technologies in supply chain including cold chain, health information systems, electronic patient medical records and other systems used to reach clients in the community and increase demand for services
  • Assist in developing country level assessment frameworks and carrying them out
  • Identify opportunities for system optimization through technology solutions
  • Conduct process mapping for various health systems and service delivery areas in focus countries
  • Identify opportunities for system optimization through technology solutions
  • Provide technical expertise to support design of technology solutions including guidance on interoperability with other existing systems or future additions
  • Support management of technology solutions development process
  • Work with external developers, CHAI country and global team colleagues to develop, pilot and scale up CHAI-designed or adapted technology solutions
  • Provide ongoing support to country teams during implementation of any technology solution
  • Support proposal writing as well as developing donor and internal reports
  • Work with global technical teams and country teams to ensure technology solutions are integrated and interoperable with existing systems and technologies
  • Work with private sector developers to build or adapt specific solutions where necessary
  • Support countries to negotiate and secure services from private data/communication service provides where necessary
Qualifications:
Qualifications
  • Bachelors in Management Information Systems or equivalent degree with at least 3 years of relevant experience. Candidates without the relevant degree but with extensive relevant experience will also be considered
  • Experience in designing and implementing technology solutions highly preferred
  • Familiar with following representative technologies and programming languages:
    • Python and Django
    • Java/Android/J2ME
    • Javascript/jQuery
    • HTML5/CSS
    • CouchDB
    • SQL
    • PHP
  • Excellent analytical skills, particularly in systems and/or information systems analysis
  • Proficiency in MS Excel and PowerPoint
  • Strong writing and communication skills
  • Ability to multi-task and work well in pressure situations
  • Knowledge of and experience in public health systems a plus

Attributes
