Contracts Manager , Institute of Development Studies (IDS)

Contracts Manager (Ref. 549)

Part time, 17.5 hours per week – Permanent

The Institute of Development Studies (IDS) is a leading global institution for research, teaching and communications on international development based at the University of Sussex, Brighton.

An exciting opportunity has arisen to join our Finance team and to take on a challenging and rewarding role. We are looking for an individual with detailed knowledge of contracting and subcontracting in a relevant ‘business’ area (e.g. research; higher education) including legal requirements. Also good knowledge of funding agency contracting and reporting requirements (e.g. DFID, EU)

The overall purpose of the role is to ensure that the way the Institute manages its funder contracts and contracts with sub-contractors and partners is efficient and effective, helps achieve value for money and keeps abreast of good practice. The role therefore spans contracts ‘in’ to the Institute for goods and services supplied and contracts ‘out’ to other organisations for goods and services procured.

The post is being created as part of wider reforms to the way the Institute manages the financial administration of its research grants and contracts. This includes shifting the Finance Department to a ‘business partner’ model and creating project manager roles in the Research Teams. Secondly, it includes developing a more explicitly risk-based approach to contractual matters to focus attention on those involving higher levels of risk. In that context, it is an exciting time to join the Finance Department as this role will have a key part to play in those reforms and there will be some scope for the appointee to influence the details of the role.

The Contracts Manager role will be responsible for the policy framework in which this work is done, ensuring that the Institute remains legally compliant and abreast of good practice; for designing and overseeing a set of processes and procedures that ensure value for money, including where possible streamlining these and introducing process improvements; and for applying excellent judgement to specific cases.

The successful candidate will be educated to at least degree standard or equivalent and experience of working in a similar senior role.

You will have the ability to manage a complex work programme and competing demands and priorities and respond effectively to quickly changing circumstances and priorities.

growth is focused on improving human wellbeing.

If you are a non-EU National then please refer to the UK Border Agency website, www.ukba.homeoffice.gov.uk for information regarding your eligibility to work in the UK.

Salary: Initial appointment will be between £33,136 and £43,798 per annum, pro rata for 17.5 hours, and notional (depending on experience), in the IDS Grade 7 range.

Closing Date: 9 August 2013 (midday GMT)

Interview Dates: W/C 23 September 2013
