Deputy Accounting Officer

ECHA provides the Member States and the EU institutions with the best possible scientific and technical advice on issues relating to the chemicals under REACH Regulation and biocidal products under the Biocidal Product Regulation. ECHA is responsible for managing, and in some cases carrying out, the technical, scientific and administrative aspects of the regulations, and ensuring consistency at Community level in its application. 1. THE JOB

The Deputy Accounting Officer will work in the Directorate of Resources of the Agency in its Finance Unit. 

The Deputy Accounting Officer is responsible for assisting the Agency’s Accounting Officer in his duties and will participate in various accounting tasks of the Agency. The main tasks include the following:
  • Implementation of accounting operations and postings on SAP/ABAC system;
  • Bank reconciliation and accounts reconciliation through the SAP/ABAC system;
  • Management of payments execution and validation of Recovery Orders;
  • Collection of the revenue of ECHA (EU subsidy and fee income);
  • Reconciliation of the Agency’s fee income through the internally developed IT system;
  • Treasury management;
  • Supervision and reconciliation of asset management records to the financial records;
  • Cash-flow management and forecasting;
  • Writing of internal working instructions and documentation of procedures;
  • Preparation of year-end records for input to the Commission’s consolidation package and the Agency’s annual accounts;
  • Assisting in the preparation of annual financial accounts;
  • Responding to Accounting related queries both internally and externally.

2. QUALIFICATIONS

Minimum requirements: 

Successful completion of a full course of university studies attested by a degree where the normal duration of university education is three years. 

Only qualifications issued by EU Member State authorities or EEA Member State authorities and qualifications recognized as equivalent by them will be accepted.

3. PROFESSIONAL EXPERIENCE

To qualify for this profile (AD 6), you must have a minimum of three years professional experience attained after achieving the minimum requirements stated out in section 2. 

At least two years of your total professional experience must be relevant to the tasks listed in section 1 and include experience in the areas outlined below:
  • Proven hands-on experience in the use of SAP;
  • Proven hands-on experience in book-keeping and financial reporting.

4. SELECTION CRITERIA

If you meet the eligibility criteria set out in section 2, you will be assessed on the basis of the following selection criteria. The candidates who are judged to be the most suitable on the basis of the selection criteria will be invited to an interview.
  • Your academic and professional qualifications and their relevance to the main areas of work listed in section 1.
Preference will be given to qualifications obtained in the following fields:
  • Accounting/finance related fields;
  • Your professional experience, the range of fields covered, the type and level of work done and its relevance to the areas of work listed in section 1.
The following will be considered as assets:
  • Further documented training in accounting/finance;
  • Experience in related function/role in an EU or public sector environment;
  • Experience of managing financial investments.
The academic and professional qualifications, professional experience and knowledge and experience considered as an asset must be described in the ECHA CV.
