Director for Management and Finance

Background  
The Department of Management and Finance is the largest department in the OSCE Secretariat and is responsible for managing the material and financial resources of the Organization. It provides managerial, financial and administrative services to OSCE participating States, the Secretariat, Institutions and field operations. It comprises of budget and internal control, finance and accounting services, information and communication technology, mission support services, procurement and contracting, building support, travel management, and conference and language services.
Tasks and Responsibilities  
Under the general guidance of the Secretary General, the incumbent will be the main focal point for administrative support to operational activities of the OSCE. As a part of the senior management team, the incumbent will directly support the Secretary General on administrative and financial matters in his/her functions as the Chief Administrative Officer of the OSCE.
More specifically, the incumbent will be responsible for:
  • Providing leadership in the development of the administrative and financial elements of the common regulatory framework and its application throughout the OSCE;
  • Controlling the budget process, the management of OSCE's material and financial resources, and its documentation;
  • Ensuring a well-functioning information and communication infrastructure;
  • Overseeing the Organization's conference and language services (subject to internal review);
  • Providing advice and direct support to the OSCE Institutions and field operations;
  • Pursuing the management reform of the OSCE by adopting best practices in administrative support systems and procedures;
  • Performing other related duties as required.
 Necessary Qualifications  
  • Advanced university degree (Master’s degree or equivalent) in finance, accounting, business/public administration or a related field;
  • Administrative and up-to-date management training and experience;
  • A minimum of fifteen years of progressively responsible experience at the senior management and policy-making level, in international private enterprise, governmental or international organizations;
  • Demonstrated financial and budgetary responsibility and experience in the development of comprehensive administrative norms;
  • Experience with results-based management systems and risk management methodologies;
  • Political sensitivity and excellent judgement, including strong analytical and negotiation skills;
  • Ability to lead changes in management processes;
  • Ability to provide leadership and motivation; ability to supervise a large number of staff and to plan the work and manage organizational units involved in diverse administrative functions;
  • Professional fluency in English, both oral and written; knowledge of other OSCE working languages would be an asset;
  • Excellent communication skills and writing ability;
  • Knowledge and understanding of integrated IT systems and experience in utilizing computers and software applications;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective working relations with people of different national and cultural backgrounds whilst maintaining impartiality and objectivity.
Remuneration Package  
  Monthly remuneration will vary between EUR 10,610 (single rate) and EUR 11,549 (dependency rate), depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Van Breda medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.
