About the role
HPP is seeking Gender Budgeting consultant with experience in gender budgeting (that is, budgets take gender into account in planning for programming) in order to assist the MOPH Gender Directorate.
   Specifically, the Gender Budgeting Consultant will:
  • Review the MOPH budgeting process (including program and donor budgets) and past gender budgeting activities conducted in Afghanistan to refine MOPH gender budgeting training/capacity building needs;
  • Train the Health Economic Financing Directorate (HEFD) and Gender Directorate on gender budgeting;
  • Develop guidelines/steps that MOPH departments can use to incorporate gender budgeting into their program and donor budgets (including in issuing requests for technical assistance), taking into account budget process timelines.  This may involve adaptation of existing Ministry of Finance guidelines;
  • Develop an implementation plan (with timelines and milestones) for the Gender Directorate and HEFD to orient MOPH departments to gender budgeting and to review, monitor and analyze existing department budgets from a gender perspective.  This should also include recommendations for building the capacity of the Gender Directorate and HEFD to sustainably carry out this work in support of the National Gender Strategy’s Strategic Objective 1.4 and next steps; and
  • In collaboration with HEFD and the Gender Directorate, conduct 2 basic health financing (HEFD to lead) and relevant gender budgeting training for select priority departments within MOPH (priority departments to be determined by HPP and the Gender Directorate).  The second training should be largely led by HEFD and the Gender Directorate, with the consultant observing and providing coaching. 
About You:
  • Master’s degree in Health Financing and/or Public Health or other related fields,
  • Demonstrated past experience in gender budgeting (including its application and training), with preference given to those with experience in gender budgeting for health.
  • At least five years of experience in health sector, preferably in developing countries.
  • Experience in building the capacity of government will be considered beneficial.
  • Excellent communication/facilitation skills and ability to work as a team member.
  • Willingness to travel to Afghanistan
  • Excellent written and spoken English language.
Proposed timeline:
The duration of the consultancy will be for approximately 45 days, including up to10 days of remote work for desk review and report writing. The task is scheduled to be completed in two trips of approximately 15 working days (3 weeks) each.

In Afghanistan, Futures Group is implementing the Health Policy Project (HPP), a global, 5 year cooperative agreement funded by USAID. The overall goal of HPP is to strengthen developing country national and sub-national policy, advocacy, and governance for strategic, equitable, and sustainable health programming. HPP focuses on key health issues—namely, family planning/reproductive health, HIV, and maternal health—while also promoting health systems strengthening and program integration. Central elements of HPP revolve around building in-country capacity, institutionalizing achievements of past investments, and promoting country ownership of programs and initiatives. HPP in Afghanistan is conceived as an initial 18-month program to build the capacity of the Ministry of Public Health (MoPH) in its stewardship role with respect to the private health sector and to build and strengthen MoPH’s capacity in the design, negotiation and management of large hospital public-private partnerships (PPPs) and ensure the long-term sustainability of health programs. It also seeks to build the capacity of the MoPH to mainstream gender throughout Afghanistan’s health sector. 
A key activity within the HPP Afghanistan workplan is to build the capacity of the MoPH to design, negotiate and manage PPPs.  With support from the an earlier USAID-funded project (COMPRI-A), the MOPH PPP Unit was established within the MoPH General Directorate of Policy and Planning to design, negotiate, and manage large PPPs, starting with hospital PPPs and scaling up to other areas, such as the pharmaceutical sector. HPP is providing technical assistance to the PPP Unit to, among other things, develop supportive legislation to enable required PPP activities within Afghanistan’s legal framework; develop PPP guidelines and manuals; finalize a PPP lease agreement; and finalize the operation and maintenance agreement.
