ENVIRONMENT:
The European Centre for Medium-Range Weather Forecasts (ECMWF) is an international organisation supported by 34 States*. 

ECMWF’s principal objectives are the development of numerical methods for medium-range, monthly and seasonal weather forecasting; the preparation, on a regular basis, of these weather forecasts for distribution to the meteorological services of the Member States; scientific and technical research directed to the improvement of these forecasts; and the collection and storage of appropriate meteorological data. Satellite and in situ observations provide the information for up-to-date global analyses and reanalyses of the atmosphere, ocean and surface. For details see:
ECMWF’s main computing facility includes supercomputers, archiving and data handling systems. ECMWF is connected to the meteorological telecommunication system and to its Member States via efficient networks linking 44 countries. A detailed description is available at:
MAIN DUTIES:
Overview of role
The Head of Networks Section will be responsible for the delivery of network infrastructure and services in a 24/7 production environment. This includes:
  • wide-area networks including Internet and the Regional Meteorological Data Communication Network (RMDCN);
  • high-speed local area networking and office area networking; 
  • telephony system; 
  • computer security including firewall systems and security software; 
  • software packages for data transmission (development and support).
The Networks Section sits within the Computing Department of ECMWF and the successful candidate will report to the Director of the Computing Department. 

Ideally, the Head of Networks Section will act as ECMWF’s IT Security officer with responsibility for development and execution of the IT security policy.
Responsibilities 

The Head of Networks Section will have responsibility for:
  • co-ordinating the work of the section;
  • managing a team of nine network professionals; 
  • ensuring and maintaining network uptime by delivering a simple, secure, scalable network and security environment in a 24/7 mission-critical environment; 
  • creating and delivering a two-year operational roadmap; 
  • determining requirements and recommending acquisitions;
  • installing, provisioning, supporting and monitoring networking and security services.
The successful candidate will participate in strategic planning for the future development of the technical areas outlined above and in the procurement processes for such facilities. He or she will collaborate with the Operations Section of the Computing Department on the provision of production services for ECMWF’s operational and research activities. 

QUALIFICATIONS:
Professional skills and experience
A university education to degree standard or equivalent is required, together with substantial in-depth relevant professional experience.
Candidates should be able to demonstrate evidence of:
  • managing a team of highly qualified network professionals;
  • good understanding of ITIL, in particular change/incident management processes and procedures; 
  • good understanding of project management methods (such as Prince 2 or similar) and proven practice with project management; 
  • service management with experience of creating of and reporting on SLAs and KPIs;
  • ability to perform analytical, technical and cost analysis in the planning, design, installation, administration and management of LAN/WAN networks and security related services; 
  • building relationships with sales personnel, technical staff and managers from vendors of networking and security equipment;
  • management of multi-vendor/heterogeneous networks (ECMWF’s current network is based on Brocade/Arista equipment) and managed MPLS networks; 
  • a strong background in and an understanding of LAN/WAN technologies including TCP/IP, routing protocols, MPLS, Ethernet, load balancers, security related solutions (firewalls, anti-spam, proxies), TOIP and VOIP, etc; 
  • good understanding of network-related software development and/or leading software development teams; 
  • good understanding of IT security principles and technologies.
Personal qualities
  • Excellent relationship and team management skills;
  • Excellent communication skills (both oral and written).
The working languages of ECMWF are English, French and German. Candidates must be able to work effectively in English and a good knowledge of one of the other working languages would be desirable. Interviews will be conducted in English.

REMUNERATION: The successful candidate will be recruited at the A4 grade and the annual basic salary will be £74,973 net of tax. This position refers to the employment category STF-C as defined in the Staff Regulations.

LENGTH OF CONTRACT: Maximum of four years for initial contract, with the possibility of renewal.
