Human Rights Officer, P-3

Responsibilities
The incumbent of this post performs the following duties and responsibilities under the overall guidance of the Chief of Branch and under the direct supervision of the Secretary of the Human Rights Council: provides support to the open-ended intergovernmental Working Group on the Right to Peace, established according to Human Rights Council Resolution 20/15 of 29 June 2012 on the Promotion of the Right to Peace, including the preparation of reports and legal documents;  Provides substantive and technical support to the regular and special sessions of the Human Rights Council (HRC), informal consultations and other meetings of the Council; Provides support to the Bureau of the Human Rights Council, including the organization of meetings, the drafting and preparation of any required documentation; Maintains contacts with other parts of OHCHR to exchange information and coordinate activities in support of the HRC; Ensures the effective flow of information and documentation related to Human Rights Council activities in coordination with other parts of OHCHR and the Documents Processing Unit; Participates in the dissemination of information on all aspects of the HRC activities and procedures to representatives of Governments, Permanent Missions, inter-governmental organizations, United Nations specialized agencies, NGOs, national human rights institutions, and other civil society entities; Performs such other duties as may be directed by the Chief of Branch and the Secretary of the Human Rights Council.
Competencies
Professionalism - Comprehensive knowledge of and experience working with, the inter-governmental human rights machinery and procedures. Comprehensive knowledge of, and exposure to, a range of human rights issues, to include approaches and techniques to address sensitive and complex situations and problems; very good knowledge of institutional mandates, policies and guidelines related to human rights, in particular Charter-based bodies. Good analytical and research skills, including ability to evaluate and integrate information from a variety of sources into an official report.
Planning and organizing: Ability to establish priorities and to plan work assignments, juggle competing demands and work under pressure of frequent and tight deadlines; ability to apply good judgment in the context of assignments given.
Teamwork: Ability to interact and to establish and maintain effective working relations as a team member, with individuals of different national and cultural backgrounds.
Communication: Excellent drafting ability and communication skills, both oral and written, including the ability to convey complex concepts and recommendations at senior level in a clear and concise style.
Qualifications
Education: Advanced university degree in law, political science, international relations or other discipline related to human rights.  A combination of relevant academic qualifications and extensive experience may be accepted in lieu of the advanced university degree.
Work experience: A minimum of five years of experience in law, political science, international relations or other discipline related to human rights.
Languages: English and French are the working languages of the United Nations.  For the position advertised, fluency in oral and written English or French is required with full working knowledge of the other; proven drafting ability.  Knowledge of another UN official language is an advantage.
Assessment method: Evaluation of qualified applicants may include a written test and/or other assessment exercise followed by a competency-based interview.
