Senior Policy Fellow on China and Asia, with the potential of becoming Head of Programme

The China and Asia Programme
From its exclusive focus on China, ECFR’s ambition is to grow a China and Asia Programme in which China and its position, role and relationships with other key countries in Asia will remain the principal focus for shaping EU policies.
Job Profile
ECFR is recruiting a Senior Policy Fellow with a prospect of becoming Head of Programme for our China and Asia programme to provide analysis on key political, social and security issues related to EU policies towards China and Asia, and to conduct advocacy. S/he should have the ability to conceive projects, fundraise for them and manage their implementation. S/he should have policy research experience involving China and optionally Asia, with a track record involving China's international footprint and an interest in its implications for Europe.

Main Responsibilities
  • Conduct research and provide analysis and advice on key political, social and security issues related to the EU's foreign policy challenges and relations with China and Asia
  • Propose policy initiatives, manage the research process, and prepare detailed reports and briefing papers setting out research findings and policy recommendations for relevant governmental and non-governmental actors
  • Contribute actively to strategic planning for the China and Asia programme, participate and take initiative in formulating the programme’s research, advocacy and fundraising priorities in cooperation with other programme staff
  • Develop and implement advocacy strategies for the China and Asia programme
  • Pro-actively raise funds for the China and Asia programme
  • Build, expand and maintain outreach with relevant ECFR Council members, policy-makers in national governments, EU institutions and other stakeholders from the EU and the China and Asia region
  • Represent ECFR and the China and Asia programme vis-à-vis external stakeholders including EU governments and institutions, donors and other partners in various public and private meetings
  • Promote ECFR's work in the media including building and maintaining contacts with relevant journalists and writing op-eds in relevant newspapers
  • Person Specification
  • Policy research experience involving China and optionally Asia, with a track record involving China's international footprint and an interest in its implications for Europe
  • A sound understanding of EU foreign policy
  • Ability to devise new and interesting policy proposals, or propose new ways of looking at problems and challenges
  • Ability to devise and implement advocacy strategies which include engagement with officials and work with the media and other NGOs and to promote policy proposals through organising seminars and publication launches, writing op-eds and conducting face-to-face advocacy
  • Demonstrated fundraising ability
  • Good writing and speaking skills in English and communication skills in Chinese
  • Ability to work in a team
  • And preferably experience in managing the work of a small policy team including strategic and quality as well as organizational, personnel and budget aspects
