Position Summary
We are currently looking for a Monitoring and Evaluation/Strategic Information Specialist to support the improvement of strategic information (SI) for evidence-based management of HIV and related health programs. Specific responsibilities include:
- Provide leadership and guidance for developing the program’s monitoring and evaluation/strategic information use plans with the Monitoring and Evaluation Director.
- Provide professional support to partner organizations and sub-grantees for the development of their own monitoring and evaluation systems and procedures.
- Track the project inputs, activities, processes, outcomes and impact measures of the programs.
- Ensure the effective and smooth relationships with the Department of Health, USAID/South Africa, the Washington DC office and other key clients and stakeholders through relationship building and networking, and ensuring the organisation achieves its objectives, goals and targets. This includes promoting dialogue with program partners and other stakeholders through participation in M&E work, joint evaluations and interagency sharing of M&E results.
- Work with the Monitoring and Evaluation Diretor to identify the core information needs of the program, USAID and other key stakeholders.
- Develop and implement an annual performance-monitoring plan, using PEPFAR and program targets that aligns with the annual workplan, including the monitoring of performance indicators.
- Prepare an annual calendar for M&E activities. Identify the requirements for collecting baseline data and brief the program senior management
- Clarify M&E responsibilities of different program personnel and provide training to increase M&E capabilities within the programmes.
- Oversee and execute M&E activities included in the work plan, with particular focus on results and impacts as well as in lesson learning.
- Coordinate the preparation of program reports. Guide staff and managers in preparing progress reports in accordance with approved reporting formats and ensure their timely submission. This includes quarterly progress reports, annual program reports, program inception reports and ad-hoc technical reports.
- Prepare consolidated progress reports for the Monitoring and Evaluation Director including the identification of problems, causes of potential bottlenecks in project implementation, and provide specific recommendations.
- Check that monitoring data is discussed in the appropriate forums and in a timely fashion. If necessary, create discussion forums to fill any gaps.
- Undertake visits, as necessary, to the various project teams to support implementation of M&E and to identify where adaptations might be needed.
- Foster participatory planning and monitoring by training and involving staff, and continually refresh training and keep it relevant to current programs. This includes providing individual consultation with other team members on developing logical frameworks, internal monitoring and/or evaluation approaches for their projects.
- Monitor the follow-up of evaluation recommendations.
- Oversee the development and implementation of the M&E system programmes’ year plans and delivery in accordance with stipulated requirements of the SAG and USAID.
- Design and implement M&E approaches that allow for the identification, analysis, documentation and dissemination of lessons learned, working directly with the Knowledge Management Advisor.
- Provide ongoing feedback and promote knowledge management, and support continuous improvement initiatives through the introduction of methodological innovations, application of results based management and by promoting the effective dissemination and use of M&E findings, lessons and recommendations.
- Gain feedback from project outputs and analysis of evaluation forms to identify areas for improvement and new project ideas.
- Manage the resource room contents and ensure all is filed properly.
- Provide direction and leadership to the resource library in respect of acquisitions, binding, cataloguing, processing and management of information. This includes managing the access to information and the library budget.
- Assist with monitoring, evaluation and reporting of data demand and use activities. Prepare success stories, and progress reports as required.
- Participate in technical working groups and develop strategies to integrate data use approaches and tools into Project and partner activities.
- Assist with preparation of technical reports as requested.
- Remain up-to-date with on developments and trends in the M&E environment.
- Other duties as requested.
Qualificatins:
- 8+ years’ experience supporting the M&E element of South African health programs
- Knowledge and understanding of the rapidly changing HIV and AIDS environment in South Africa.
- Strong customer service ethos and the ability to organize partnerships and maintain good relations with key partners.
- Strong skills in research methods and statistics
- Knowledge of the South African MOH structure and program planning process
- Knowledge of in data informed program planning and advocacy
- MA or above in public health, biostatistics, M&E or a related field
- Proven experience working with the DHIS2 and/or other national, routine data bases
- Proven experience in quantitative and qualitative research methods
- Proven experience communicating technical data to non-technical audiences
- Experience developing data-based information products
- Experience training in M&E or related field
- Excellent writing and communication skills;
- Excellent inter-personal skills, leadership and negotiating skills,
- Proficient in Microsoft Office Suite, statistical packages (STATA, SPAA, SAS, or equivalent).

- Usual office working conditions free of disagreeable elements.
Travel
- Domestic travel is estimated at 25% of time.
