King Abdullah University of Science and Technology (KAUST) is a major new graduate university focused on becoming a leader in science and technology research and graduate education. Under the supervision of the Director of Research and Evaluation Committees, the Research Program Administrator is responsible for managing the day-to-day operations and core functions of the Office. The administrator is charged with the development and implementation of evaluation procedures and strategic initiatives, administration activities, including coordination of scientific, technical, and programmatic review process, data analysis and reporting.
 
Through close partnership with the Director of Research and Evaluation Committees, Office staff, and other KAUST research stakeholders, the Program Administrator will: 
 
  •  Coordinate the design, implementation, and management of evaluation and strategic advisory panels; 
  •  Monitor data for the Office, facilitate their analysis and contribute to the corresponding reports; 
  •  Organize and manage projects assigned by the Director in the areas of knowledge management; Recommend, develop, and implement policies, standards, goals, and procedures to meet objectives and to continuously improve workflow in technical and digital services; 
  •  Under appropriate supervision, build custom tools and procedures to assist the Office in obtaining real time data to support decision-making. Oversee monitoring of budgets and agreements, to prepare reports and statistics as needed; 
  •  Administer the review process, including identifying reviewers and analysis of reviewer responses and panel recommendations; Prepare reports and presentations to relevant members of KAUST leadership on review outcomes ; 
  •  Evaluate and participate in discussions on the adequacy of established current proposed Office structure, resources and administrative procedures to determine present or potential effectiveness; 
  •  Participate in relevant program evaluation working groups, trainings, conferences, and other effective networking mechanisms to stay current with the latest trends and approaches in evaluation and foresight;
  • Manage staff performance, providing coaching, mentoring and staff developmental needs.
Perform other duties as assigned by the Director.
 
You must have:
  •  Experience in strategic planning approaches, program design and implementation; 
  •  Strong organizational skills; 
  •  Experience with quantitative and qualitative research methods, tools, techniques; 
  •  Excellent overall computer skills and solid experience in data management software including databases;
  •  Knowledge of project management principles and practices; 
  •  Ability to work lead, mentor and empower teams; 
  •  Presentation/training skills;
  •  Ability to define issues, propose good solutions and implement changes effectively; 
  •  Able to work independently, handle multiple and complex tasks and prioritize ongoing and new work assignments while working in a fast-paced, pressured environment; 
  •  Ability to work effectively in multi-cultural environment; 
  •  Ability to work flexible hours as needed; 
  •  Strong verbal and written communication skills in English;
  •  Ability to travel internationally 10-15% of the time.
  • Graduate degree from an accredited college or university in science, policy, statistics or social sciences or related field and at least seven (7) years of specialized experience. 
  •  Specialized experience linked to the practices of monitoring, evaluation and strategic initiatives, especially working with databases, electronic file maintenance and performing data management. 
  •  Experience in research, research administration, and international development programs, managing projects and programs, or working in a government or non-profit funding agency. 
  •  Knowledge of panel management is highly desirable.
  •  Experience working in a scientific research environment is highly desirable.
  •  Previous experience working in a university setting or grant-funding agency is also desired.
  •  International experience is a plus.
