Program Manager, Food Security and Livelihoods

The Program Manager, Food Security and Livelihoods, working closely with his/her Hunger and Livelihoods team, Country Offices and Finance staff, leads on the management of food security projects, especially a portfolio of projects funded by Green Mountain. Part of this position’s responsibility is to assist in the ongoing development of systems and procedures to ensure the effective flow of resources to Save the Children International (SCI) and other Save the Children members particularly where the Green Mountain portfolio is being implemented. This work must ensure donor expectations are met and programs are successfully implemented and all reporting requirements are met in a timely manner.
Responsibilities
Provide project monitoring and support including: Monitor procurements to ensure compliance and appropriate completion; serve as main point of contact on those resources for Country Offices and SC/US stakeholders (i.e., TA providers, other business teams, finance, grants and contracts, HR, etc.); build relationships with Green Mountain technical and management staff; complete all data entry and follow all processes to ensure funds can be tracked on SC/US and SCI systems (including CGRS, AMS, Funds Summary Template and AADs); as needed, be the key point of contact for Green Mountain on resources provided to SCI and ensure timely and effective communications to Green Mountain on matters related to their resources; monitor the implementation of Green Mountain projects in accordance with donor guidance and requirements, identifying issues and risks, working with SCI and other relevant technical leads to resolve them or escalating them as required; coordinate and provide technical support to Country Offices implementing multi-year food security programs funded by Green Mountain and other donors - periodic travel to these countries is expected, based on approved budgets
Support Country Offices in starting up new Green Mountain and other donor-funded projects, ensuring support (such as technical advice, capacity building, and donor information) required from SCUS is identified and liaising with the relevant SCUS teams, such as IP, Finance, and Account Managers to meet those needs.
Coordinate the preparation and submission of required donor reports to Green Mountain and other donors, working with Country Offices and Finance to produce the reports and coordinating with technical staff to ensure the content reviews are undertaken as appropriate.
Coordinate with Finance, Country Offices and relevant technical teams as applicable to ensure all project closeouts are managed effectively and that all issues are resolved.
Provide Resource Mobilization and Proposal Development Support including:drafting or contributing to proposal budgets; serving as cost coordinator on select proposals and tracking private fundraising opportunities.
Requirements
• 3-5 years of experience managing resources and providing support to field operations • Experience in project management, compliance and donor requirements • Experience in budget management and financial analysis • Experience working in INGO environment with donor-funded projects, especially in the food security technical area • Experience coordinating processes with large stakeholder groups • Strong working ability in Spanish required and previous experience working in Latin America highly desirable • Familiarity with different donor resources including USG, non-USG public, and private corporations or foundations preferred • BA required, MA preferred
