Proposal Team Leader, Water Services (Baltimore, MD)

The Louis Berger Group, Inc. (LBG), a diverse group of engineers, architects, planners, scientists, and economists; consistently ranked by the Engineering News-Record among the top U.S. design firms; is seeking a business development manager to join our dynamic nationwide proposal development team. This individual will be a part of a cross-functional group of marketing professionals, and will oversee business development pursuits and lead capture management teams to help grow LBG’s water and wastewater service line.
This individual’s primary duty will be to serve as the liaison between leaders in the business unit and the business development staff to achieve the overall strategic mission for Water Services and LBG. This position will shepherd the proposal process from start to finish, working effectively with technical specialists in LBG’s nationwide offices and lead the capture management strategy of various proposal efforts. This position will be responsible for honing win themes/selling points, and ensuring schedules are met and final products are fully-compliant and of the utmost quality. Creativity is a must as we want our proposals to stand out from the competition!
This individual will be responsible for:
PROPOSAL MANAGEMENT
§  Maintain “big picture” view of all proposal activities within business unit.
§  Manage all proposal efforts of varying degrees of complexity.
§  Lead development of strategies for proposals, qualifications, presentations, and any deliverables.  This includes working directly with division managers, project managers, project directors, and other firms in the pursuit of new opportunities.
§  Lead all aspects of the proposal process from the lead/prospect stages to the proposal close-out, including analyzing the RFP/RFQ requirements, writing non-technical portions, editing and organization of materials and ensuring compliance with LBG corporate standards as well as participating in debriefs.
§  Develop proposal schedules and ensure strict adherence to these schedules.
§  Maintain consistency/corporate branding for LBG across all of business unit in templates/styles used. Ensure coordination with graphics department.
§  Lead color review meetings (pink, red, gold).
§  Work with technical staff (engineers, construction managers, etc.) to improve their proposal writing. Knowledge of general technical concepts related to engineering/water/wastewater preferable.
BUSINESS DEVELOPMENT
§  Attend and lead internal business unit BD meetings.
§  Client opportunity tracking and website searches for business unit.
§  Assist business unit SVP and other senior leaders in development and implementation of strategic plan.
§  Assist senior leaders with positioning LBG for new pursuits (new markets, locations).
§  Analyze current business development efforts for the business unit and make suggestions for improvement.
MARKETING
§  Track conference sponsorship/attendance opportunities.
§  Assist with preparation of marketing materials (brochures, flyers, SOQs) for tradeshows, business development meetings, etc. Analyze current marketing materials in existence and “stay ahead of game” in terms of what needs to be developed.
§  Ensure all master resumes and project descriptions are updated/maintained.
§  Track yearly award submissions for business unit (i.e., ACEC).
What we’re looking for:
·         4-year relevant degree and 8-12 years of related proposal development experience.
·         Self-motivated, goal-oriented individual who excels in a rapid development environment.
·         Leader with management experience.
·         Highly organized, detail-oriented multi-tasker.  Independent self-starter with effective people and negotiation skills.
·         Superb writing and editing skills.
·         Proficiency with the Adobe Creative Suite (InDesign, Illustrator, etc.) required.
·         Knowledge of Maryland marketplace preferable.
·         Experience with water/wastewater markets preferable.
