Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

Within the Department of Safeguards, the Office of Information and Communication Systems (SGIS) is the centre of competence for the specification, development and maintenance of Information and Communication Technology (ICT) systems and for the management of all ICT infrastructure and services to support safeguards. In partnership with other organizational entities, SGIS is responsible for planning and implementing an ICT strategy as well as enforcing ICT standards.

The Project Section provides ICT services to Safeguards Divisions and Member States. The Section serves multiple roles. It provides business analysis and information architecture services including integration of solutions developed in the IAEA and third-party solutions into the IT environment. It undertakes quality assurance and testing for all delivered products and provides project management services to the Division including contract management.

Main purpose

As a Team Leader reporting to the Head of the Section for Projects, the incumbent leads the Business Analysis Team. The Team Leader manages and leads the business analysts in the most efficient manner to provide services in developing IT solutions and capabilities to enhance the Department's ability to perform operational information processing and support all source information analysis.

Role

The Business Analysis Team Leader is: (1) a manager of human resources, who supervises the staff in the team and promotes best practices, including team work, within the team and across all teams of the section, as well as across the division and Department; (2) a point of liaison with customers to understand their business needs and to design for them appropriate Information and Communication Technology (ICT) solutions that fulfil their needs, while respecting non-functional requirements associated, in particular, to integration and security standards; (3) a champion of operational excellence aimed at providing integrated ICT solutions. Delivering one master view of high quality information to all departmental stakeholders, and benefitting from continuous improvement which is drawn from a thorough, systematic analysis of the lessons learnt, derived from internal and external experience; and (4) a senior business analyst focused on delivering solutions of the highest business value, based on sound cost-benefit analysis and with a constant focus on cost of ownership.

Partnerships

The Business Analysis Team Leader interacts on a permanent basis with the Team Leaders in the Project Section and other Project Section members to ensure that proper coordination and enforcement of appropriate standards are implemented across all projects under SGIS responsibility. He/she has regularly interacts with the Infrastructure Section in order to ensure a smooth whole life-cycle management of services. He/she works closely with all users in the Department of Safeguards as well as with Member States to fully understand their business needs and, as a result, to provide them with ICT solutions that not only meet their needs but result in improved efficiency and effectiveness and are part of a whole integrated IT environment enhancing information analysis capabilities.

Functions / Key Results Expected

  • Work with customers in defining and analysing user requirements for software and hardware applications and use this information in the subsequent creation, maintenance and implementation of an annual work plan; establish user groups and involve them in the activities related to software development lifecycle of all projects in the unit; utilize users' expertise in defining and further refining their business needs; take into account their opinion in the development of user experience of all ICT solutions; involve users in the testing process to improve the usability of solutions.
  • Work closely with other Divisional actors, in particular with the Project and Development Sections, in order to enforce architectural and best practices standards as well as with the Infrastructure and Customer Services Sections to implement a sound operation of delivered services.
  • Acts as the lead business analyst; provides leadership in the development and maintenance of ICT solutions within SGIS; participates in the analysis of functional requirements and in defining the quality attributes for the solutions.
  • Work with Member State Support Programmes in defining and implementing the software and hardware requirements for the information systems to be provided.
  • Supervise the staff in the team; promote good team working practices within the team and across all teams of the section and beyond; assign tasks to the staff depending on their technical skills and knowledge, and assist them in their needs to acquire necessary training; develop job descriptions, evaluate job applications and carry out annual performance reviews for the team's staff.
  • Manage the team's work plan by defining priorities of the projects and resource allocation; provide assistance to the Section Head with respect to definition and updating the section's work plan.
  • Facilitate cross-functional team meetings to develop and implement business solutions and optimize operations, conduct impact analysis for new products, systems, upgrades and changes for the Department of Safeguards, and evaluates systems and business processes for feasibility.
  • Bear the responsibility for the quality, security, integration and cost efficiency of ICT solutions within the team by using standards, guidelines, methodologies and tools for analysis, design, implementation, and maintenance and documentation activities.

Knowledge, Skills and Abilities

  • Demonstrated ability to lead and motivate a business analysis team and a proven track record of performing as a Business analyst as part of successful implemented IT solutions.
  • Proven track record of excellent leadership including high standards of integrity, fairness and transparency to ensure and promote a work environment based on mutual respect and to perform effectively as a motivating leader in a multicultural environment.
  • Demonstrated ability to think strategically, to set direction and apply a results-based approach and quality management standards.
  • Thorough knowledge of human resources and budgeting/financial concepts and principles.
  • In-depth knowledge of system analysis and design; deep understanding of all aspects of systems software engineering processes; current business best practice methods, IT technology trends and can correlate potential impacts that technology may have on the business.
  • Strong analytical skills and customer orientation to translate customer requests into workable solutions.
  • Learning attitude and interest in keeping abreast of new developments and best practices in Information and Communication Technology.
  • Demonstrated interpersonal skills, with the ability to establish and maintain effective working relations with team members and business users.
  • Strong communication skills; ability to produce high-quality documents and to deliver effective presentations.

Education, Experience and Language Skills

  • Advanced university degree in computer science or a related field.
  • At least 10 years of relevant experience in ICT with increasing responsibilities, including at least 2 years of supervisory experience in a multicultural environment, preferably in an international organization plus two years of experience managing the budget for a team.
  • Demonstrated experience in disciplined approaches to project management; thorough understanding of best practices in software development and in the delivery of ICT services; experience in strategic planning, operational planning, cost benefit analysis, budgeting, allocation of resources, procurement, quality control and quality assurance.
  • Experience in the field of international safeguards is an asset.
  • Fluency in English. Knowledge of another official IAEA language (i.e. Arabic, Chinese, French, Russian, Spanish) is an advantage.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $80 734 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $49 409*, dependency benefits, diplomatic status, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation,home leavepension plan and health insurance.
