Organizational Setting

The Department of Nuclear Safety and Security formulates and implements the IAEA's Major Programme 3, "Nuclear Safety and Security", which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.

The Division of Radiation, Transport and Waste Safety develops and maintains standards for radiation protection, radioactive waste safety, and safety in the transport of radioactive material that enable the beneficial uses of radiation to be exploited while ensuring appropriate protection of workers, the public and patients. It also assists Member States in the implementation of these standards and provides related services.

The Waste and Environmental Safety Section is responsible for the delineation of a global waste safety regime to protect the public and the environment from the effects of ionizing radiation, based on the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management, for the development of safety standards for the management of all types of radioactive waste and for the provision for the application of the waste safety standards.

Main purpose

As a manager and team leader reporting to the Division Director, the Section Head develops and implements the IAEA's policy and programme on safety aspects of the radioactive waste management. The incumbent leads the Section's activities in these areas to ensure the efficacy of the IAEA's programme on a global level, and is responsible for the management of the Section's financial and human resources.

Role

The Section Head is: (a) a manager in a specialized, multilateral environment with diverse views on the issues, finding practical solutions and presenting arguments that can achieve results; (b) an adviser, providing analysis and background information to the Director on the formulation of strategies and policies related to the Section's technical responsibilities, and facilitating their implementation; (c) amanagerial leader, ensuring that projects and activities are implemented effectively; (d) a promoter, conveying to multiple audiences the IAEA's vision and mission in this area; (e) a facilitator of cooperation with other organizations and with other Departments in the IAEA dealing with this area of work; and (f) a leader, promoting good performance and teamwork and creating an environment where staff can develop their skills and share knowledge and experience.

Partnerships

The Section Head engages with senior counterparts in Member States and in other international and specialist organizations concerned with the technical areas under the Section's responsibility to promote the IAEA's activities and to ensure the IAEA's programme maintains its state-of-the-art level. In developing this approach and managing the Section, the Section Head works closely with the Director and the other Section Heads in the Division, with the Head of the Waste Technology Section in the Department of Nuclear Energy, and with senior staff in the Department and the Secretariat in achieving the desired goals.

Functions / Key Results Expected

  • Provide technical and managerial leadership to the IAEA radioactive waste management programme and to the Waste and Environmental Safety Section.
  • Analyse information and identify strategies to enhance the capability of the IAEA's radioactive waste management programme to address Member States' needs.
  • Lead the IAEA's activities related to supporting and further strengthening safety in radioactive waste management in Member States, e.g. through the Joint Convention and providing for the application of safety standards, with a view to establishing a harmonized approach at the international level.
  • Build and maintain strategic partnerships and alliances with a wide range of stakeholders in Member States, international and other governmental organizations to promote the Joint Convention and ensure acceptance of the relevant IAEA standards.
  • Lead efforts within the IAEA to ensure the coherence and synergy of related programmes of work.

Knowledge, Skills and Abilities

  • Demonstrated ability to manage human, financial and material resources to achieve stated objectives and to plan and manage work programmes.
  • Demonstrated ability to lead and motivate a team of professional and support staff and provide effective guidance to them.
  • Awareness of current issues in the field of radiation, waste and environmental safety which may influence the IAEA's programme of work.
  • Ability to build and maintain strategic partnerships and alliances with a wide range of stakeholders in the IAEA and in Member States to ensure the visibility and impact of the programme's activities.
  • Strong ability to deliver presentations/briefings to a diverse target audience and ability to write and edit analytical and policy documents.
  • Knowledge of relevant international safety standards and conventions.

Education, Experience and Language Skills

  • Advanced university degree in engineering or environmental sciences.
  • At least 10 years' experience in the fields of radiation protection and waste safety, of which at least eight years should have been at a senior or managerial level concerned with regulatory aspects and standard setting.
  • Broad experience in the field with proven experience in managing professional and support staff.
  • Extensive experience of work at the international level, both in the development and in the application of safety standards.
  • Excellent spoken and written English communication skills, including report writing and editing and making oral presentations. Knowledge of French, Russian or Spanish would be an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $80 734 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $49 894*, dependency benefits, diplomatic status, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation,home leavepension plan and health insurance.
