Organizational Setting

The Department of Nuclear Safety and Security formulates and implements the IAEA's Major Programme 3, "Nuclear Safety and Security", which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.

The Division of Nuclear Installation Safety's objective is to achieve and maintain a high level of safety of nuclear installations worldwide that are under design or construction or in operation by establishing standards of safety for the protection of health, including standards for nuclear power plants and other nuclear installations and facilities, and by providing for the application of these standards through, inter alia, support for the IAEA's technical cooperation programme, the rendering of safety review services, the promotion of education and training, the fostering of information exchange and the coordination of research and development. In addition, the Division helps ensure safety at nuclear installations by promulgating international safety instruments such as the Convention on Nuclear Safety and the Code of Conduct on the Safety of Research Reactors.

The Operational Safety Section's main aim is to enhance Member States' capabilities to improve the operational safety of nuclear power plants through operational safety review services, the use of IAEA safety standards and continuous self-assessment. Its activities include assessment of operational safety performance, long term operation and operating experience; promotion of management for safety and safety culture; and maintaining the international reporting system database for nuclear power plants.

The operating environment is dynamic, participative and interactive with inputs received from the Board of Governors, the General Conference, policy and decision makers, and technical counterparts in Member States and the international development community.

The Senior Safety Officer reports to the Head of the Section.

Main purpose

As a member of a team led by the Section Head, the Senior Safety Officer contributes to project activities by developing international safety standards, developing and implementing programmes on safety culture and leadership, enhancing the safety of nuclear installations and facilities and providing technical assistance at the request of Member States.

Role

The Senior Safety Officer is a: (1) a programme developer and implementer, contributing to planning and development of the IAEA's programme in nuclear safety; (2) a scientific secretary/technical expert, planning and leading complex Technical Meetings; (3) a mission reviewer, planning and leading complex safety culture review during OSART missions; (4) a technical and project officer, evaluating complex technical co-operation projects, and promoting, coordinating and evaluating coordinated research projects (CRPs) in the area of the safety culture.

Partnerships

The Senior Safety Officer engages high level counterparts in Member State institutions on programme planning and implementation to ensure the effective transfer and sharing of technical know-how, and works with Member State representatives and advisory groups to identify needs and respond to the interests of Member States in the safety culture of nuclear installations and facilities.

Furthermore, the Senior Safety Officer works closely with appropriate technical departments within the IAEA, Member State institutions and other relevant international organizations to ensure the effective implementation of nuclear installation safety activities.

Functions / Key Results Expected

  • Plan, develop and implement the IAEA's programme in the area of safety culture.
  • Under the control of the Section Head, plan and lead complex technical meetings in the area of safety culture and leadership, including proposing a subject, preparing the scope, selecting participants, and coordinating the preparation of reports and documents including safety standards.
  • Plan and participate in complex safety review missions and the assessment of Member States' needs. Provide technical input to the preparation of mission reports.
  • Evaluate complex technical cooperation projects, develop action plans, and plan, organize and participate in seminars, workshops and expert missions.
  • Conduct complex studies and assessments related to issues and trends in the area of safety culture.
  • Plan, organize and conduct training for safety culture.
  • Represent the IAEA in international forums.
  • Provide support and relevant expertise for the Incident and Emergency System (IES) and participate in associated training and exercises.

Knowledge, Skills and Abilities

  • In-depth knowledge and experience of nuclear safety fundamentals, operational nuclear safety principles and state-of-the-art nuclear safety approaches. Strong interpersonal, communication and team-building skills.
  • Thorough knowledge of common approaches to regulatory aspects of nuclear safety as well as international undertakings in the area of nuclear safety.
  • Excellent interpersonal skills, including the ability to co-operate effectively across organizational boundaries and the ability to establish and maintain effective partnerships and working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
  • In depth expertise and knowledge of Safety Culture and/or behaviour science and/or social psychology.
  • Practical experience of safety culture development at nuclear installation.
  • Good communication skills to deal with experts of different nationalities and cultures.
  • Excellent oral and written command of English.
  • Expertise in project management.
  • Knowledge of IAEA safety standards and national standards in the area of nuclear safety and safety culture.

Education, Experience and Language Skills

  • Advanced university degree in nuclear engineering and/or behavioural sciences, and/or social psychology.
  • Minimum of 10 years of experience in nuclear installations, including five years in safety culture.
  • Four years of experience at the international level connected with Safety Culture.
  • Fluency in English essential. Knowledge of other official IAEA languages (i.e. Arabic, Chinese, French, Russian or Spanish) is desirable.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $80 734 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $49 409*, dependency benefits, diplomatic status, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation,home leavepension plan and health insurance.
