Advisor - Technical Advisory Tax Administration Reform in Africa

The context
Tax policy and administration has become one of the most prominent issues in the international debate on development cooperation. The topic is especially relevant in Africa, where many countries face widespread challenges in the area of good financial governance and depend heavily on external funding. The African Tax Administration Forum (ATAF) has been established to address this challenge, aiming not only to increase revenues to fund national development programmes in Africa but, more importantly, to use taxation as a tool for improving citizen-state relations. On behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ), the GIZ Programme “Good Financial Governance in Africa” aims to contribute to good financial governance (GFG) by strengthening pan-African public finance networks such as the African Organisation of Supreme Audit Institutions (AFROSAI), the African Tax Administration Forum (ATAF) and the Collaborative Africa Budget Reform Initiative (CABRI).
Your role
As an Advisor you will work within the programme‘s work area of ‘Tax Administration’ and will assist the partner organisation in building up a comprehensive and effective capacity building programme. This primarily entails establishing technical assistance capacity within ATAF to provide targeted support to reform the initiatives of its members as well as initiating learning experiences within ATAF. This technical assistance capacity will be linked to the broader ATAF capacity development programme comprising different modules, such as face-to-face trainings as well as e-learning courses on specific tax issues. Your profile
You hold a university degree (BA or higher) in economics, political sciences, public administration or another relevant field and have several years of work experience as a practitioner (e.g. at a Ministry of Finance or in tax administration) or a researcher (e.g. at a research institute). Furthermore you have been involved in technical assistance and/or revenue administration reform and modernisation, preferably in African tax administration or at an African Ministry of Finance, and have gained a solid understanding of organisational and operational challenges of revenue administrations. You have been able to familiarise yourself with the challenges faced by African countries in the field of good financial governance and have gained direct insight into the functioning of revenue administration in different African countries through previous work assignments or the like.
