PATH is currently seeking a Procurement Officer who will be responsible for providing technical assistance to countries in procurement and supply chain.  Lead project teams in procurement activities related to their program needs, including RFPs, vendor management strategies, proposal analysis, and soliciting complex technical scopes of work. Provide oversight and guidance to junior staff on policy compliance, restricted commodities, specialized logistics, and other issues impacting procurement. Support fundraising proposals and project management by developing and analyzing data on vendors, technical features of proposed procurement items, and costs.

Specific responsibilities include: 

  • Provide supply chain technical assistance to projects, both in-country and at PATH HQ.
  • Interact with PATH donors, program partners and country stakeholders in conducting health systems strengthening work.
  • Conduct procurement and supply chain assessments.
  • Assess management structures; regulatory and importation processes; forecasting linkages, procurement policies, systems and processes; logistics, receiving, storage, and on-forwarding.
  • Build country staff capacity.
  • Provide procurement and supply chain TA and strategic input to PATH country programs.  Mentor logistics and procurement staff as needed.
  • Develop supply chain tools for planning, assessment, quantification, procurement and materials management.
  • Develop workshop materials and facilitate workshops for supply chain improvement projects.
  • Develop procurement plans for projects with complex needs including planning, logistics, and the like for sensitive products.  Lead PADM’s in managing donor procurement regulations, waivers and the like, especially for pharmaceuticals, vaccines, and other restricted commodities.  
  • Interpret and provide guidance on PATH policies.
  • Contribute to publications focused on improving international health supply.
  • Provide input into fundraising proposals as needed. 

Required Skills

  • Excellent written and oral communications skills.
  • English fluency, including speaking, writing, understanding, reading, and conducting business.
  • Proven effectiveness working in a team with minimal oversight.
  • Proficiency in Microsoft Office Suite applications, including Word, Excel, and PowerPoint.
  • Familiarity with Microsoft Project a plus.
Required Experience

Four year degree in business, economics and 3 - 5 years' relevant experience; or an equivalent combination of education and experience. Master's degree is a plus. Experience should include significant international public health in commodity policy, management, and supply chain systems strengthening and a focus in HIV/AIDS, health, logistics, family planning or development.
Also required: experience in project management and/or backstopping of in-country operations. Work experience overseas, particularly under United States Agency for International Development (USAID) funding preferred.
