The Malaria Control and Elimination Partnership in Africa (MACEPA II) is a PATH activity oriented to building the evidence base for malaria elimination through work in 4 African countries (Ethiopia, Kenya, Senegal and Zambia) and collaboration in the African regions and globally.  Under a grant from the Bill & Melinda Gates Foundation, this work spans the spectrum of malaria transmission intensity from very high to very low and each of the four countries is committed to seek malaria elimination.  MACEPA has staff in each of the four countries, regionally in Zambia, and at headquarters in Seattle and in Washington DC; and the staff work across many scientific, communication, and advocacy partnerships.

Overall scope:  The MACEPA Research and Strategic Information Team Leader will provide oversight, coordination and technical assistance to MACEPA country teams for research activities and information analysis and reporting undertaken in Ethiopia, Kenya, Senegal and Zambia.  S/he will be based in Seattle, WA.  S/He will work closely with the MACEPA Principle Investigator and MACEPA technical officers to support the development and implementation of the MACEPA research and strategic information agenda.

S/he will work closely within the MACEPA team on costing work and on information-to-policy work relevant to the scientific studies and to the overall effort to clarify effective methods to achieve malaria elimination.     
                                                                                                                                       
Role and Responsibilities:

  • Support the development of MACEPA strategic information and research agenda and learning questions to inform policy and practice for national malaria strategic plans with an emphasis on malaria elimination.
  • Provide technical oversight and internal technical assistance for MACEPA science and research activities.
  • Design research protocols and field tools and develop research work plans and budgets. Ensure all protocols are approved as required by institutional research ethics boards (local, PATH, partner) and donor.
  • Advise on methods to ensure quality and timely collection, management, cleaning, and analysis of quantitative data.
    • Analyze and present data; author or co-author peer-reviewed manuscripts, reports and papers. Advise on journal placement, scientific conference attendance etc.
    • Coordinate the training of project staff and/or partner staff in research methods, human subjects’ protection, and data analysis.
    • May travel up to 30% of the time to oversee and provide support to project activities and attend national and international meetings.
    • Assist in the preparation of quarterly, bi-annual and annual reports to HQ and donors as well as interim status reports as and when required.

Required Skills

  • Excellent interpersonal, diplomacy, and negotiating skills. Proven ability to work effectively as part of a multidisciplinary and multicultural team, to influence change, and to manage conflict and move groups toward completion of an activity.
  • Familiarity and demonstrated experience with research to inform, monitor, and evaluate malaria interventions, including use of population-based surveys, entomological studies, routine health information systems, and community surveillance systems to measure malaria burden, malaria transmission, and malaria control intervention coverage. 
  • Excellent analytical, written and oral communication skills in English. Peer-reviewed publications required.
  • Proficiency using data analysis packages (STATA, R, ArcGIS), including capabilities in mapping data and spatial data analysis.  Experience with collection, management, analysis, and visualization of routine health system data.
  • Proficiency in other language(s) (e.g., French, Spanish, Portuguese, Kiswahili, etc.) will be preferred.

Required Experience

  • Doctoral degree in Public Health or related field. Strong background in epidemiological research and data analysis methods required.
  • Five years of experience in designing and implementing research activities in developing country settings including study protocol development; design and implementation of population-based surveys; strengthening routine health information systems; using routine data for decision-making; community disease surveillance systems; quantitative data management systems; routine data quality audits/verification; quantitative data analysis; and research dissemination.
  • Experience mentoring or managing research staff, consultants, and/or students.

Must have legal authorization to work in the United States.
