Role Summary:
The Specialist, Procurement and Supply Management (PSM) contributes to ensuring the effective use of Global Fund funding through the provision of professional expertise and support to the Country Team on the procurement and supply-chain management of health products during the grant life-cycle. Embedded in the Grant Management Division, the Specialists work in coordination with the Grant Management Support Department to ensure consistent application of the Global Fund Procurement and Supply Management (PSM) policies and procedures across the portfolio of grants.
The Specialist, Procurement and Supply Management plays a key role in ensuring value for money in the management of health products, and in identifying risks that may compromise the availability and quality of health products purchased with grant resources.
As part of the Country Team (CT), the Specialist, Procurement and Supply Management ensures the provision of adequate technical expertise and support to analyse risks and propose solutions for the effective and efficient implementation of Procurement and Supply Management activities by grant recipients.
Responsibilities:
  • The main responsibilities of the Specialist, Procurement and Supply Management include:
  • Ensuring the timely and proper review of relevant grant documentation including, but not limited to concept note, Health Products Management arrangements, procurement plans, and LFA Assessment Reports, procurement reviews, On-Site Data Verification (OSDV) and Rapid Services Quality Assessment (RSQA) reports, Progress Update and Disbursement Requests (PU/DR), risk assessment, and providing solution-oriented recommendations to the Country Team and Grant Recipients to support seamless grant management.
  • Ensuring the provision of adequate technical expertise and support to analyse risks and propose solutions for the effective and efficient implementation of activities related to the management of health products by grant recipients during the grant making process.
  • Ensuring adherence to the Global Fund policies and procedures and reviewing instances of non-compliance and proposing remedial actions; pro-actively identifying ways to stream line processes to improve country access to health products and facilitate rapid start-up of grants through efficient mechanisms and supporting grant implementation through training and other capacity building initiatives.
  • Reviewing the effectiveness of PSM activities conducted by countries during grant implementation; and providing input and support to new health product related initiatives as coordinated by the Grant Management Support Department.
  • Providing technical support and guidance to Associate staff and be proactively involved in identifying innovative solutions to procurement and supply-chain management challenges experienced by recipient countries.

Qualifications:
Essential:
  • Advanced university degree in pharmacy, medicine, public health or nursing.
Experience:
Essential:
  • Minimum of 7 years professional experience working in procurement and supply-chain management of health products at international level, including in developing countries.
Desirable:
  • Experience in both demand and supply side activities related to pharmaceutical management and in particular related to HIV, tuberculosis and malaria.
  • Knowledge of pharmaceutical systems.

Languages:
An excellent knowledge of English and preferably a good working knowledge of French or one of the following: Arabic, Chinese, Russian, and Spanish. Knowledge of other languages would be an asset.

  • Health Product Management: Demonstrated sound knowledge and understanding of PSM good practices to support effective implementation of health product management activities in all phases of grant management and directs actions to develop and correct deviations from Good Management Practices.
