Customs reform manager

Chemonics seeks a senior-level customs reform manager for a USAID-funded project in Afghanistan. The project works to strengthen the business climate of Afghanistan to enable private investment, enhance trade, create jobs, and improve fiscal sustainability through a critical transition period. The primary technical areas of the project are trade policy liberalization to support Afghanistan's accession to the World Trade Organization, regional trade integration to improve conditions for crossborder trade and transit in Central Asia, and customs and tax reform. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
  • Supervise and provide technical guidance for the projects' customs reform component and its staff
  • Lead implementation of the customs reform component's work plan activities, including assisting the government of the Islamic Republic of Afghanistan (GIROA) in reforming customs legislation, policies, procedures, and guidelines; also assist with efforts to simplify customs procedures and streamline all border clearance processes conducted by GIROA agencies
  • Serve as lead technical advisor to management staff of the Afghanistan Customs Department's headquarters and support implementation of the department's five-year plan
  • Lead project management planning and other project deliverables and reporting to our client for the customs reform component
  • Participate in key program planning and management activities and assist the chief of party in implementation of annual work plans
  • Manage technical oversight of all local subcontractors under the project's customs reform component
Qualifications:
  • Bachelor's degree with 15 years of relevant work experience, a master's or J.D. degree with 12 years of relevant work experience, or a Ph.D. degree with 10 years of relevant work experience required
  • Experience in post-conflict/transitional countries; experience in Afghanistan highly desired
  • Experience managing a large staff in a complex environment
  • Technical expertise in customs reform and in customs and tax administration
  • High level of interpersonal, technical, and analytical skills, including an ability to interact effectively and collaboratively with a broad range of public sector counterparts, donors, and other key stakeholders
  • Capacity to provide overall results-driven project leadership, management, and technical direction
  • Curriculum design work and training experience in a customs environment is highly preferred, although not required
  • Strong communication and interpersonal skills
  • Demonstrated leadership, versatility, and integrity
  • English fluency required
