FANTA is a five-year cooperative agreement funded by the U.S. Agency for International Development (USAID) to improve nutrition and food security policies, strategies and programs through technical support to USAID and its partners, including host country governments, international organizations and NGO implementing partners. Focus areas for technical assistance include maternal and child health and nutrition, HIV and other infectious diseases, community-based nutrition programs and interventions, food security and livelihood strengthening, and emergency and reconstruction. FANTA develops and adapts approaches to support the design and quality implementation of field programs, while building on field experience to improve and expand the evidence base, methods and global standards for nutrition and food security programming.
Position Summary:
The Contracts Specialist II (CS II) is a member of the FANTA operations team working in partnership with CMS and other FHI 360 units to efficiently operate and maintain an effective FANTA sub-award portfolio. The CS II will also be responsible for managing FANTA’s portfolio of large vendor agreements and for helping promote smooth contractual operations, fostering and enhancing operations management, and capacity building within FANTA.
Additional Responsibilities:
  • Work closely with the FHI360 NC, HQ, GHPN Business Manager, FHI360 CMS, and project staff to resolve procurement and contracts issues and ensure that guidance and interpretation of federal rules and regulations governing cooperative agreements and contracts are applied consistently across clusters.
  • Work closely with FHI 360 CMS and other institutional units to resolve contract issues pertaining to FANTA’s sub-awards, ensuring that formal, proper, and timely guidance is received and applied consistently across FANTA activities.
  • Coordinate with Operations Manager the liaison between FANTA and FHI360’s CMS with regards to all sub-award activities and with the FHI 360 Purchasing Department on all purchase orders. Work with technical staff and FHI360 CMS in the preparation of approvals for USAID for outsourcing of FANTA’s technical work, waivers and other required approvals for the acquisition of non-expendable equipment and other restricted goods and services under FANTA cooperative agreements.
  • Assist FANTA technical staff in processing all sub-awards, including development of scopes of work (SOW) and budgets, Request for Proposals (RFPs), ensuring that established FHI 360’s procedures and USAID’s rules and regulations are followed.
  • Coordinate the pre-award assessment activities leading to the issuance of sub-awards to outside partners.
  • Manage the submission of invoices and all financial reporting from sub-recipients and other partners and ensure financial requirements are submitted, approved and processed on a timely basis, working closely with FHI 360 finance team to ensure timely processing and payment of invoices and other financial obligations.
  • Manage the cost-share activities for all FANTA’s partners and work closely with the Finance team to ensure meeting targets and complying with requirements.
  • Assist technical staff in all activities related to the modification and close-out of sub-awards, coordinating closely with FHI 360 to ensure close-out protocol is followed.
  • Assist project staff in providing additional guidance to help interpret and apply FHI360’s CMS policies and procedures governing the execution of sub-awards for all project activities and suggest courses of actions and seek alternative venues as needed.
  • Work with FHI 360 Country Office staff and CMS team to ensure the proper processes are followed in the execution and management of local sub-awards.
  • Provide guidance and advice to technical staff on contractual aspects in developing sound SOWs and budgets, monitor concerns and addresses questions regarding contracts and client’s compliance, advice and take corrective actions, as needed.
  • Manage all activities pertaining to the procurement of goods and services via purchase orders and other purchasing mechanisms, including overseeing procurement activities conducted by other operations staff, developing requests for proposals (RFPs) and requests for quotes (RFQs), and related negotiations, as needed, ensuring that procurement actions are implemented in full compliance with FANTA authorized geographical code, USAID rules and regulations, FHI360 policies and procedures, and /FANTA procurement processes. Work directly with FHI 360 Country Offices on FANTA procurements and contractual issues as needed and coordinate required HQ reviews and approvals, when purchases exceed CO’s procurement signature authorities.
  • Work with FANTA Operations staff to ensure equipment purchased by FANTA’s sub-recipients is acquired in compliance with established regulations and entered into inventory and final disposition plans, including all non-expendable goods acquired by sub-recipients.
  • Contribute to the enhancing and updating of FANTA contractual activities, ensuring that staff receives orientation, ongoing training and updates to rules, regulations, policies and procedures affecting FANTA.
  • Collaborate with technical staff and program officers in recruitment, hiring, and fielding of consultants, as needed.
  • Assist FANTA in activities pertaining to the closing of the project to ensure compliance with cooperative agreement regulations and other FHI360/USAID requirements, as assigned.
  • Supervise Staff.
Qualifications:
  • Minimum of 4 years’ professional work experience with at least 2 years in a contracting position either in the Federal Government or a Non-governmental Organization.
  • Advanced (above intermediate) knowledge of donor (USG and non-USG) rules and regulations applicable to sponsored projects.
  • Advanced understanding of contracting concepts and principles.
  • Effective oral and written communication skills.
  • Strong organizational skills and project management skills.
  • Manage a variety of activities and pay close attention to detail.
  • Proficiency in word processing, spreadsheets, and Internet capabilities.
  • Read, write and speak English. Fluency in a foreign language is desired.
  • Ability to work independently and prioritize tasks.
  • Ability to interact professionally in culturally diverse settings.
  • Ability to research and interpret information to respond to inquiries.
  • Expertise in USG acquisition and assistance processes.
  • Experience working in a not-for-profit or non-governmental organization.
  • Experience working with international donors.
