Technical Advisor, Enterprise Development and Employment

This position provides technical support in the design and development of programs in countries in conflict, crisis, post-conflict and post-crisis settings – particularly, Jordan, Iraq, Lebanon, Turkey and Syria. The Enterprise Development and Employment Technical Advisor develops tools and resources to support IRC programming within economic recovery and development, based on evidence demonstrating the impact of IRC’s work.
Major Responsibilities:
* Provide remote and on-site technical support and assistance in the design, development, implementation, monitoring and evaluation of economic programming and project activities related to enterprise development and employment. In the context of the Syria regional response, this position will provide support to activities ranging from cash transfer programming, through market support and development, with a view to improving employment and self-employment opportunities for Syrian refugees and host populations in refugee-receiving countries
* Maintain relationships with regional and country program coordinators and managers and offer them support, as needed, on program implementation and monitoring.
* Contribute to or lead the development of concept notes and proposals for Syria programming and for the provision of direct technical support projects.
* Represent economic programming across the organization, serving as a resource to IRC staff seeking information about program activities, including external relations and advocacy departments. Respond to field queries regarding program activities.
* Represent economic programming and the IRC in outside meetings and academic forums with donors, other non-governmental organizations, inter-agency working groups, foundations and other practitioners in the field.
* Share and learn best practices gathered throughout the Technical Units to support robust evidence-based programming within IRC.
* Develop program models with other sector TAs to strengthen connections between economic outcomes and protection, nutrition and education outcomes
Job Qualifications:
* Education: Master’s/post-graduate degree in international relations, economics, business administration or other related field. Or equivalent combination of education and experience is required.
* Work Experience: A minimum of 3 to 5 years of field-based program management experience is required, preferably within a humanitarian, international development setting.
* Demonstrated Skills and Competencies: Demonstrated expertise in program design, implementation and monitoring and evaluation of market-based employment and enterprise development programs. Experience/familiarity with emergency response activities and the adaptation of economic programs to crisis contexts. Pro ven record of fostering private sector partnerships, with the ability to identify and respond to private sector development needs, for the purposes of generating employment and self-employment opportunities. Desired experience in programming for youth populations and in urban contexts, as well as experience in the Syrian Response countries. Strong verbal and written communication skills. Demonstrated commitment to renewing and maintaining currency with best practices.
* Language Skills: Fluency in English and proficiency in French of Arabic is highly desirable.
* Working Environment: Up to 40% travel may be required.
