Finance & Administration Manager - Transparency International Liaison Office to the EU


The Organisation

Transparency International EU (TI-EU) is an international non-profit organisation under Belgian law (AISBL) based in Brussels (Belgium). We work closely with Transparency International national chapters in over 100 countries worldwide and the International Secretariat (TI-S) based in Berlin.
As part of the global Transparency International movement, TI-EU coordinates Transparency International’s advocacy toward the EU institutions. The mission of TI-EU is to prevent corruption and promote integrity, transparency and accountability in EU institutions, policies and legislation. This will in turn enhance efforts at the national level to fight corruption and promote equality and access to justice for citizens.
The Office is looking for Finance and Administration Manager to provide critical support functions to a growing organisation at a time when it will be implementing an ambitious new strategy for the next four years. The successful candidate will join an enthusiastic, committed and dynamic team that is open to fresh thinking and good ideas.

The Role

The Finance and Administration Manager is responsible for ensuring the effective operations of the organisation, including the areas Finance, Human Resource administration and Office management. The main responsibility will be managing the office finances and financial reporting and the person is expected to have a relevant qualification or equivalent experience. S/he will supervise one administrative assistant.
Main function: To manage effectively the operations of the TI-EU Office.

Type of contract: Permanent
Location: Brussels, Belgium
Starting date: 1 July 2016
Salary: Grade IV: ranging from 3959 EUR to 6317 EUR gross per month. Exact remuneration depends on the qualifications and experience of the successful candidate. An appointment is expected to be made toward the lower end of the scale.

Key responsibilities

A) Finance

  • Process invoices, expenses and payments;
  • Ensure authorisation and support of all financial transactions is compliant with internal procedures and donor requirements;
  • Ensure the accuracy of bank balances through the performance of periodic reconciliations;
  • Compile the annual budget, and budgets for project proposals in collaboration with relevant staff;
  • Maintain financial systems, processes and practices;
  • Prepare monthly management reports, monitor budgets, cash flows, income;
  • Prepare the year-end statutory financial statements in cooperation with external accountants, and liaise with external auditors;
  • Ensure compliance with financial and other statutory rules and regulations, also through the timely submission of relevant reports.

B) Human Resources

  • Support the recruitment process;
  • Coordinate HR reporting such as staff records, contracts and performance reviews;
  • Liaise with external payroll firm;
  • Contribute to staff induction.

C) Office management

  • Liaise with building management, suppliers and contractors;
  • Liaise with Belgium Official authorities in matters related AISBL Registration, Social secretariat and other local requirements and ensure compliance;
  • Line manage an administrative assistant.

Person Specifications

Knowledge, experience and skills:

The ideal candidate will have relevant work experience in finance, HR and office management, and be able to work autonomously. S/he would have outstanding organisational skills, and a strong capacity to track details is required, including the ability to prioritize work demands and tasks.

Essential

  • Must be legally eligible to work in the EU or possess a Work permit in Belgium;
  • Finance/Accounting qualification or equivalent;
  • A minimum of four years’ relevant professional experience;
  • Fluency in English (native level); Fluency in French;
  • Proficiency in the MS Office Suite (Word, Excel, Power Point);
  • Excellent time management skills and the ability to meet deadlines and objectives in an autonomous manner;
  • Desire and commitment to work in a small team in a multi-cultural working environment;
  • Commercially and financially astute; pragmatic business thinker and effective communicator;
  • Experienced in developing and implementing effective financial systems;
  • A strong team worker, able to be persuasive with colleagues.

Desirable

  • Knowledge of relevant Belgian law (e.g. accounting, labour, company tax law);
  • Experience in financial management of EC project grants;
  • Experience of working in an international civil society organisation.
