Grants/PPP Program Manager, Moldova

Project Background
The goal of the 'Agriculture Lead Activity' (Ag Lead) is to further stimulate the transformation of the Moldovan high-value agricultural sector into an engine of economic growth for the country, leading to improved competitiveness and higher living standards for rural Moldovans in the long term. Ag Lead is a $24.7 million 5-year new activity under USAID/Moldova's Economic Growth Project (MEGP). The main purpose of the contract is to continue growing and expanding key competitive agricultural value chains in Moldova and to intensify USAID's efforts in building resilience to Russian trade bans, and supporting market diversification opportunities for the Moldovan agricultural sector.
The specific objectives of the activity are
  1. Expand trade and strengthen linkages to domestic, regional and international markets for targeted value chains;
  2. Improve productivity, post-harvest handling and private sector capacity to comply with European/international standards in targeted value chains;
  3. Increase capacities of member-based groups (producer groups, Water User Associations (WUAs) and industry associations) to serve their members in targeted value chains;
  4. Improve enabling environment, leading to increased investments and improved workforce in key value chains.
Position Description
The Grants manager shall be responsible for overall management and administration of the Agricultural Innovation and Technology Transfer Grant Fund (AITTF) and for the public private partnerships program. Responsibilities include: development, implementation, and administration of the Grants program; organizing access to technical assistance to help potential grantees prepare business and financial plans; and oversight of financial management training and advice to producer organizations and agribusiness firms.
Education and Experience Requirements
  • An MBA, MS in economics, Finance, Banking or Accounting or other relevant discipline is required;
  • Candidate must have proven experience in improving the competitiveness and in facilitating dialogue among value chain participants, and an ability to establish strong working and partnership relationships to develop joint projects among international donors, investors, businesspeople, banking society, NGOs, and other potential partners;
  • English language proficiency is required;
  • Required qualifications: At least ten years of relevant experience in accounting and financial management;
  • Technical knowledge of financial planning, accounting, financial systems, and financial management required;
  • Prior experience (at least 3-5 years) with grant administration required. Prior agribusiness experience;
  • Experience in agricultural and agribusiness development projects required. Prior experience in CIS/Eastern Europe required.
