Organizational Context:

The position is located within the Management and Administrative Applications Section (MAAS) of the Administration and Management Sector.

The incumbent manages Business Intelligence (BI) and Enterprise Performance Management (EPM) and ensures that systems development work is planned, estimated and carried out to time, budget and quality targets and in accordance with appropriate standards.
The role establishes close links with other teams to ensure solutions are aligned and consistent with the overall objectives and strategic plans of the Organization.
The incumbent works under the supervision of the Head of MAAS, whilst also maintaining a close working relationship with business users, application support, other team leads, ICT colleagues and third party service providers.
Main duties:

The incumbent will perform the following principal duties:
(a) Consult with business users to gather, define, analyze and document the business requirements and to establish a costed and prioritized program of systems development which supports the Organization's objectives and strategic plans. Produce models in support of business strategy.
(b) Communicate on the progress of the program and achievement of business benefits, develop and maintain rapport with key stakeholders and foster productive relationships.
(c) Ensure that resources are made available to support the agreed systems development program and that they are properly utilized and accounted for. Ensure that business users are aware of and able to provide the required resources
(d) Use appropriate quality assurance processes to ensure that systems development projects are carried out in accordance with the Organization's agreed standards, methods and procedures. Provide specialist guidance to support systems testing and quality assurance functions to assist in improving procedures.
(e) Ensure that systems development projects take full account of and, where necessary, correctly interface with existing systems and infrastructure. Take overall design responsibility for projects / systems, ensuring that sustainability criteria, standards and best practices are adopted at all levels.
(f) Monitor and report on the progress of systems development projects. Maintain an emphasis on the early identification and, where possible, rectification of problems and deviations from schedule, including changes in requirements, especially where these have resource implications.
(g) Manage the work of individual contributors and contractors, delegate responsibilities and allocate tasks. Provide clear direction on priorities, ensure standards of work are met. .
(h) Establish and maintain the Organization's systems development standards, methods and procedures.
(i) Perform other duties as required.
REQUIRED QUALIFICATIONS
Education:

Essential:
Advanced university degree in Information Technology, Business Administration or related discipline. A relevant first-level university degree plus two years of relevant professional experience in addition to the experience requested below may be acceptable in lieu of an advanced university degree.
Certification in a recognized project management methodology, such as PRINCE2, PMP. 
Certification in ITIL Foundation.
Desirable:
Systems architecture certification, such as TOGAF.
Experience:

Essential:
At least nine years’ systems development experience
Proven track record managing BI, Data Warehouse or EPM-related applications throughout their life cycle within a highly integrated environment.
Experience leading ERP-related systems development projects and project teams through the full life cycle including the handover to operational support.
Experience with vendor management
Desirable:
Knowledge of Oracle BI, Hyperion and PeopleSoft.
