Description:
IRG, a wholly-owned subsidiary of the Engility Corporation, is currently seeking a Senior Regulatory and Tariff Expert for an anticipated USAID-funded Competitive Energy Market Program in Ukraine. The project is intended to assist the country’s goals in opening the energy markets for competition, as per EU 3rd Energy Package requirements, increasing electric power generation and renewables capacities, expanding transmission, distribution and regional trading, and have committed to make the utility and energy sector reforms to pave the way for investment and growth. The goal is to ensure energy security of Ukraine, remove energy constraints to economic growth and spur trade and investment, while mitigating long-term greenhouse gas emissions trajectories. The project will serve as a catalyst that will spark a transformation in Ukraine’s energy sector.
This is a contingent position based on funding from the customer.
RESPONSIBILITIES AND DUTIES
Responsibilities include assistance to the National Energy and Communal Services Regulatory Commission, responsible for energy sector regulations, establishment of cost-reflective tariffs and regulatory framework for competitive electricity and gas markets, setting regulatory incentives for new clean energy investments in Ukraine. Under the supervision of the Chief of Party, the Senior Regulatory and Tariff Expert will act as “Task Leader” for specific activity areas. The responsibilities will include but not be limited to the following:
- Support the National Energy Regulator on updating the regulatory framework to enforce new Electricity Market Law and Gas Market Law;
- Support to the National Energy Regulator on review and improvement of tariff methodologies and licensing procedures to incentivize investments and competition;
- Develop and support t gradual introduction of cost recovery tariffs;
- Support improvement of tariff regulatory framework for renewables ;
- Support regional cooperation of the regulatory agencies and high-level governmental and inter-agency working groups of tariff regulations;
- Support to national regulators on capacity building and improvement of regulatory procedures;
- Support utilities, developers and IPPs on tariff calculations.
Required Qualifications:
- Advanced University degree in law, energy, economics, business administration, or another relevant discipline.
- At least 10 years of development cooperation experience in areas including energy sector regulation and tariffs in Europe and Eurasia Region.
- Experience in assisting National Energy Regulators on adoption of new competitive energy market rules, updating regulations in compliance with EU 3rdEnergy Package;
- Experience on regulatory and institutional capacity building on energy sector reform, restructuring, and tariffs;
- Proven oral and written communication skills in English.
Desired Qualifications:
- Ukrainian and/or Russian language skills preferred.
