Manager - Research Support (Seed Health)

Job Purpose

Seed Health Unit (SHU), as the Single Gateway (sole entry and exit point) for all incoming rice seeds, rice grains for destructive analysis, non-seed biological materials, and soil samples to and from the International Rice Research Institute (IRRI) aims to do the following:

• To ensure that the seed health status of rice seeds, rice grains for destructive analysis, non-seed biological materials, seeds other than rice, and soil samples coming into IRRI meets Philippine plant quarantine regulations and standards (POST ENTRY CLEARANCE)
• To ensure that seed health status of rice seeds rice grains for destructive analysis, non-seed biological materials, seeds other than rice, and soil samples going out of IRRI meets plant quarantine regulations and standards of recipient countries/agencies (PHYTOSANITARY CERTIFICATION)
• To ensure that all incoming and outgoing rice seeds rice grains for destructive analysis, non-seed biological materials, seeds other than rice, and soil samples are accompanied by an appropriate material transfer agreement in line with the established policies of IRRI
• Develop ISO/ISTA standard procedures at SHU and improve the services based on the audit reports etc.

This position, under the minimal direction of the Head Research Infrastructure and Operations (RIO), will manage the overall research support operations of Seed Health Unit (SHU), import and export of the Rice seeds (inbred lines / hybrids) of the all the research projects / functions at IRRI]. Develop plans and/or programs, new policies and procedures and monitor the implementation. Finalize reports for submission to supervisor and stakeholders. Coach/mentor and manage the performance of team members. Sustain existing high level partnerships and form/create new associations. Provide assistance to the establishment and monitoring of annual work plans and progress to milestones. Modernize and streamline SHU processes / procedures in consultation with the Bureau of Plant Industries (BPI) officials to enable quick turnaround of the activities.
