Agricultural Lending Advisor, Afghanistan

ACDI/VOCA is currently seeking an Agricultural Lending Advisor for the current Afghanistan Agricultural Credit Enhancement (ACE) program. The project consists of three components: (1) management of the Afghanistan Development Fund (ADF); (2) agricultural modernization and value chain development; and (3) coordination and knowledge management. The Agricultural Lending Advisor will generate loans, assess their technical and financial feasibility and present them to the Credit Committee. He/she will also assume the role of relationship manager for the duration of the business relationship with the borrowers. The Agricultural Lending Advisor will be based in Kabul with frequent travel to other provinces.

Responsibilities:

• Lead the efforts geared towards the generation of loans. Prepare loan documentation and manage assigned loan portfolios.
• Mentor Afghan staff in all aspects of loan processing and best practices.
• Conduct prequalification assessments of potential borrowers and assist them in preparing loan applications. Analyze loan applications, verifying their credit worthiness and their technical and financial viability.
• Participate in technical committee meetings. Present and defend loan packages before the Credit Committee.
• Participate in the development of innovative lending products in collaboration with ACE’s Internal Auditor.

Qualifications:

• Minimum of 5 years of experience in agricultural credit.
• First degree in agriculture-related area with practical field experience is required
• Master’s degree in finance with an emphasis on agricultural lending, agricultural economics or other related field is required.
• Prior experience in Afghanistan would be an advantage but is not required.
• Minimum of five years of practical experience in agriculture-related field development activities is required.
• Creative and collaborative management skills, including the ability to work as a collaborative team player, are required.
• Strong command of financial analysis tools is required.
• Previous experience with USAID-funded projects is strongly preferred.
• Fluency in English is required.
