LAND LAW SPECIALIST, LAND TENURE AND DECENTRALIZATION, EAST AFRICA

Tetra Tech ARD (http://www.ardinc.com) is accepting expressions of interest from well-qualified Land Law Specialists for the USAID-funded Land Tenure and Decentralization program (LTD). LTD’s major deliverables include assisting East African countries with decentralizing the roles of land use planning, land dispute resolution and land administration by building capacity within the public and private land, governance and judicial sectors to achieve long-term tenure security.

Responsibilities
-- Collaborate in conducting policy, legal, and regulatory analyses;
-- Support drafting of policies, laws, and regulations around property rights as well as alternative dispute resolution trainings;
-- Facilitate stakeholder consultation workshops concerning land use and natural resource access and use;
-- Train local level justice authorities in their roles and responsibilities under land tenure legal frameworks;
-- Train municipal authorities in their roles and responsibilities under land tenure legal frameworks; and
-- Establish and maintain productive and positive relationships with USAID, international government officials, multilateral and donor organizations, and local partners.

Qualifications
-- Educational requirements include at least a Master’s degree in law, environmental law or related field of study;
-- A minimum of ten (10) years experience in large USAID land tenure projects;
-- Significant experience in land law, with the implementation of procedural regulations and the translation of such regulations into operational procedures, and public sector capacity building, decentralized local government, customary governance systems, land administration, and design and implementation of training programs for national and local public officials;
-- Notable experience supervising complex field operations in closed and/or transitional or developing countries;
-- Exceptional verbal and written communication skills, especially in working across cultures;
-- Experience in the Great Lakes Region or East Africa preferred; and
-- English fluency required and advanced proficiency in French desirable.
