SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

Under the overall guidance of the Regional Representative for the Middle East and North Africa, the direct supervision of the Head of the Programme Coordination and Analysis Unit (PCAU) in ROMENA, and in close cooperation with other UNODC staff, the International Criminal Justice Expert will draft and finalize sub-programmes 1 and 2 of the country programmes for Libya and Jordan as well as provide substantive inputs to the design, development and implementation of the criminal justice components of the country programmes for Egypt, Tunisia, Syria, Iraq and South Sudan, under the umbrella of the Regional Programme. The incumbent will be home based. The International Criminal Justice Expert will, within assigned authority, perform the following tasks: -Draft and finalize sub-programmes 1 and 2 of the country programme for Libya, under the umbrella of the Regional Programme. -Draft and finalize sub-programmes 1 and 2 of the country programme for Jordan, under the umbrella of the Regional Programme. -Provide substantive inputs to the design, development and implementation of the criminal justice components of the country programmes for Egypt, Tunisia, Syria, Iraq and South Sudan, under the umbrella of the Regional Programme.

REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS I. Academic Qualifications: Advanced university degree in law or related field. A first level university degree in combination with qualifying experience (at least 7 years) may be accepted in lieu of the advanced university degree.   II. Years of experience: Minimum of five years of progressively responsible professional work experience (7 years in case of first level university degree) at the international or national level including in designing and implementing technical assistance programmes in the field of criminal justice reform and as a practicing lawyer or prosecutor.

III. Competencies:

-Experience in technical assistance programme design and implementation in the field of criminal justice reform. -Solid practical experience as a lawyer or prosecutor in a domestic and/or international setting is strongly preferred. -Experience working in the Middle East and North Africa region is a strong advantage. -Experience in the United Nations or another international organization is preferred. -Up-to-date knowledge and practical experience of UN programmes, policies, guidelines and procedures, as well as with UNODC’s criminal justice and security sector reform programme an asset. -Fluency in spoken and written English is required.

Proposal/Letter of interest: (i) Explaining why they are the most suitable for the work (ii) Provide a brief methodology on how they will approach and conduct the work 2. Financial proposal The financial proposal must include the total requested lump sum amount to be remunerated on a monthly basis for the assignment, and a breakdown of the costs associated (professional fees and insurances). Any travel costs for the International Criminal Justice Expert to complete the task (economy class plane tickets to/from Cairo and per diem DSA) will be arranged and paid for by UNODC. 3.
